STORYLINE
The United Nations Mission in South Sudan (UNMISS) and the United Nations Development Programme (UNDP) recently organized a three-day national conference, bringing together traditional chiefs and local government representatives to discuss how the role of traditional leaders in resolving local conflicts can be strengthened.
Members of the Council of Traditional Authorities and Leaders have already been able to carry out some peacebuilding activities, including mediations, negotiations and dialogues aimed a reaching consensus among feuding communities, but more is needed.
SOUNDBITE (English) Riek Machar, First Vice President, South Sudan:
“The most important thing is that the council is established in accordance with the law, whether it’s the constitution or the local government act. These chiefs will play a very important role in our society.”
The traditional authority’s leadership conference should be an impetus for conflict mitigation and resolution at the local level.
SOUNDBITE (English) Lasuba Wongo, Minister Of Federal Affairs, Central Equatoria State, South Sudan:
“As we are currently developing a constitution, it’s important to create this awareness that traditional authorities have a significant role to play in ensuring peace and tranquility in their communities.”
The task that traditional authorities can perform to build a strong foundation for a united, peaceful and prosperous society becomes particularly vital at this point, when South Sudan is preparing to hold free, fair and credible elections by the end of next year.
SOUNDBITE (English) Guang Cong, Unmiss Deputy Special Representative Of The Secretary-General:
“With only 16 months remaining before the scheduled elections, it has become increasingly important for the parties to the peace agreement to expediate the implementation of the agreement to reach key outstanding benchmarks so that free, fair and peaceful elections can be conducted. Traditional leaders will be very important in this nation building exercise.”
In the bill of rights in the Interim Constitution of (what was then) Southern Sudan, and in the Transitional Constitution, traditional chiefs and customary law have significant influence on proceedings.
SOUNDBITE (English) Pia Philip, Undersecretary, Ministry Of Peace, South Sudan:
“If the traditional authority leaders are empowered like how they used to be and with an effective and efficient customary law system in operation, there will be peace in our country.”
While traditional authorities are key in local governance and efforts to maintain peace and security, these powers are still largely in the hands of men. This is, many would argue, something that needs to change.
