4. Med shot, Security Council
5. SOUNDBITE (English) Jean-Pierre Lacroix, Under-Secretary-General for Peace Operations, United Nations:
“I would like to particularly salute the peacekeepers serving in MINUSMA, as the mission undertakes its withdrawal in conditions that remain challenging, including regarding security. I thank the 125 member states who provide uniformed personnel to UN peace operations, and I also want to pay tribute to the men and women who have fallen in this service of the United Nation. Their sacrifice will never be forgotten. It continues to drive us and inspire us in our continued efforts for the cause of peace.”
6. Wide shot, Security Council
7. SOUNDBITE (English) Lieutenant General Mohan Subramanian, Force Commander of the United Nations Mission in South Sudan (UNMISS):
“Conflict prevention is definitely the best method of ensuring protection of civilians. However, the impact of how our conflict prevention methods have worked is very difficult to assess. It is an intangible aspect, and it's difficult to measure or perceive.”

9. Med shot, Security Council
10. SOUNDBITE (English) Lieutenant General Otávio Rodrigues De Miranda Filho, Force Commander for the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO):
“At the state level, our main concerns are regarded the weak of the state. The weak capacity of security actors in the weak justice system. The level of impunity is too high.”

12. SOUNDBITE (English) Lieutenant General Otávio Rodrigues De Miranda Filho, Force Commander for the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO):
“A complex and dynamic operational landscape, including the new threats, such as mis- and disinformation, has been affected MONUSCO's efforts to prevent and respond to threats against civilians.”
13. Med shot, Security Council
14. SOUNDBITE (English) Major General Aroldo Lázaro Sáenz, Head of Mission and Force Commander of the United Nations Interim Force in Lebanon (UNIFIL):
“Currently in UNIFIL’s Area of Operation, there is no clear identified imminent threat of physical violence to civilians. It is in recognition of an existing latent threat, that UNIFIL’s Protection of Civilian efforts are currently focused on prevention and consolidating normative standards.”
15. Wide shot, Security Council
16. SOUNDBITE (English) Major General Aroldo Lázaro Sáenz, Head of Mission and Force Commander of the United Nations Interim Force in Lebanon (UNIFIL):
“UNIFIL, like other missions, has recently been fighting an unprecedented rise in misinformation/disinformation campaigns. These have the potential not only to create tensions, but also to undermine the image and effectiveness of the Mission, including by contributing to a decline in the local community acceptance, indispensable for the safety of UNIFIL peacekeepers.”
17. Med shot, Security Council
18. SOUNDBITE (English) Major General Aroldo Lázaro Sáenz, Head of Mission and Force Commander of the United Nations Interim Force in Lebanon (UNIFIL):
“I wish to emphasize the importance of a whole-of-mission approach in ensuring coordinated, cohesive and effective Protection of Civilians efforts. But I also want to be clear, as it is critical to manage expectations: the type of conflict that could reignite between Lebanon and Israel would likely lead to significant civilian casualties, despite the Mission’s preparedness and efforts. It is all the more important to invest as much as possible in prevention, the best possible POC strategy, and work to address the root causes of the conflict.”
