STORYLINE
The Security Council unanimously adopted a resolution to terminate the UN Peacekeeping mission in Mali (MINUSMA) as of June 30, 2023.

Taking note of the Transition Government of Mali’s request for MINUSMA’s withdrawal “without delay” and determining that the situation in Mali continues to constitute a threat to international peace and security, the Security Council today (30 Jun) requested MINUSMA to immediately start on 1 July 2023 the cessation of its operations, transfer of its tasks, as well as the orderly and safe drawdown and withdrawal of its personnel, with the objective of completing this process by 31 December 2023.

Adopting the resolution, the Security Council also decided further that, until 30 September 2023, “without prejudice to the primary responsibility of the Malian authorities and in consultation with them and acting within its means and capabilities in its immediate vicinity, MINUSMA is authorized to respond to imminent threats of violence to civilians and contribute to the safe civilian-led delivery of humanitarian assistance.”

According to the resolution, MINUSMA’s liquidation shall begin on 1 January 2024 and further decides to authorize, for the duration of MINUSMA’s liquidation, the retention of a guard unit from within MINUSMA’s existing footprint to protect MINUSMA’s personnel, facilities, and assets.

Adrian Hauri, Deputy Permanent Representative of Switzerland to the United Nations, said that his country “recognizes and respects the decision of the Malian authorities to request the departure of MINUSMA without delay. We regret that we’ve reached this point. The decision seems to us hasty, and the conditions for an immediate withdrawal are unsuitable. The situation in Mali continues to threaten international peace and security.”

As per the resolution, The Secretary-General is requested to engage with Mali’s transitional government to articulate a plan for the transfer of MINUSMA’s tasks, which considers the possible contribution of the UN Country Team (UNCT), the UN Office for West Africa, and the Sahel (UNOWAS), and other stakeholders, including to support the 2015 Agreement for Peace and Reconciliation in Mali.

This plan should be presented to the Council by 15 August.

Barbara Woodward, Permanent Representative of the United Kingdom to the United Nations stated, “This resolution sets an objective of withdrawal by 31 December, but it also requests the Secretary-General to keep the Council informed regularly on progress. We believe the Council should stand ready to revise this timeline if needed to allow time for a safe and orderly withdrawal.”

Issa Konfourou, Permanent Representative of Mali to the United Nations, declared, “While acknowledging that MINUSMA has certainly not achieved its fundamental goal of support for the Government's efforts to secure the country, the people and the Government of Mali nevertheless would like to applaud its contribution in other areas, in particular in the humanitarian area, social assistance and good offices missions of the Special Representative of the Secretary-General.”

He also reassured the Security Council of the full engagement of the Government of Mali to “continue working tirelessly to fulfill its primary mission of protecting the civilian populations and their property over all our national territory. On this point, the Government regrets that the Council continues to consider the situation in Mali as a threat to international peace and security.”

The Security Council established MINUSMA on 25 April 2013 to support political processes in that country and carry out several security-related tasks.

The Mission was asked to support the transitional authorities of Mali in stabilizing the country and implementing the transitional roadmap.

In June 2014, the Council further decided that the Mission should focus on duties, such as ensuring security, stabilization, and protection of civilians; supporting national political dialogue and reconciliation; and assisting the reestablishment of State authority, the rebuilding of the security sector, and the promotion and protection of human rights in that country.

The number of personnel deployed as of February 2023 is 17,430, of which 303 lost their lives while serving in the mission.
