SHOTLIST
1. SOUNDBITE (English) Rafael Grossi, Director-General, International Atomic Energy Agency (IAEA):
“One of the most important safety features in a nuclear power plant is cooling the reactors. One of the main sources of cooling is the water, which is taken from the river, accumulated in a reservoir, pass through channels that help cool the reactors. Of course, with the destruction of the dam, the levels of the river and of the reservoir are falling down quite steadily. There is a limit, after which we could not be able to pump water to this reservoir and the channels, which means that we will be left with the water we have inside. Indeed, as I have said already from Vienna, this will not necessarily be a cause for immediate danger, but it is a serious situation because you are limited to the water you have there. If there was a break in the gates that contain this water or anything like this, you will really lose all your cooling capacity from this water. So, this is why I want to make my own assessment. I want to go there, discuss with the management there, what measures they are taking, and then make a more, as I said, a more definitive assessment of what kind of danger we have. But it is a step in the wrong direction. It is yet another step that is weakening the safety net that one has in any nuclear power plant.”
2. SOUNDBITE (English) Rafael Grossi, Director-General, International Atomic Energy Agency (IAEA):
“This is yet another issue that I need to discuss there, because these six reactors, five are in what we call cold shutdowns, so operating at very low regime and one is in hot shutdown, which means it is operating at a slightly higher level to produce some steam which is needed to perform some safety functions. So, there is a discrepancy, yet again, another unwanted situation deriving from this anomalous situation at the plant, because the owner of the plant would do something, the ones in control are doing something else. We are going to try to assess the situation and make a recommendation.”
3. SOUNDBITE (English) Rafael Grossi, Director-General, International Atomic Energy Agency (IAEA):
“At the moment, the situation I would describe it as relatively stable on that score, which doesn't mean it's good. Many workers are not coming to work many workers are prevented from coming work because they have not signed contracts. So this is an evolving situation and we are very also concerned about that. We are looking into this, and we are talking to staff. For security reasons. We cannot reveal a lot about this, but this is an issue that we are in active discussion with both sides.”
STORYLINE
Asked about the impact of the falling water levels at the Zaporizhzhya Nuclear Power Plant, the International Atomic Energy Agency (IAEA) Chief Rafael Grossi said, “it is a step in the wrong direction. It is yet another step that is weakening the safety net that one has in any nuclear power plant.”

The IAEA Director-General Rafael Grossi spoke to reporters today (13 Jun) in Kyiv after his meeting with the Ukrainian President Zelenskyy. He will be travelling to the Zaporizhzhya Nuclear Power Plant after the press encounter.

Explaining the impact of the falling water levels at the plant, Grossi said, “One of the most important safety features in a nuclear power plant is cooling the reactors. One of the main sources of cooling is the water, which is taken from the river, accumulated in a reservoir, pass through channels that help cool the reactors.”

He continued, “with the destruction of the dam, the levels of the river and of the reservoir are falling down quite steadily. There is a limit, after which we could not be able to pump water to this reservoir and the channels, which means that we will be left with the water we have inside.”

Grossi reiterated , “As I have said already from Vienna, this will not necessarily be a cause for immediate danger, but it is a serious situation because you are limited to the water you have there,” adding that “if there was a break in the gates that contain this water or anything like this, you will really lose all your cooling capacity from this water.”

The Director-General explained that this is the reason for his visit to the nuclear plant to have his own assessment. He said, “I want to go there, discuss with the management there, what measures they are taking, and then make a more, as I said, a more definitive assessment of what kind of danger we have.”

Asked about the reactors, the IAEA chief said, “This is yet another issue that I need to discuss there, because these six reactors, five are in what we call cold shutdowns, so operating at very low regime and one is in hot shutdown, which means it is operating at a slightly higher level to produce some steam which is needed to perform some safety functions. We are going to try to assess the situation and make a recommendation.”

Asked about the workers at the Zaporizhzhya Nuclear Power Plant, Grossi said, “Many workers are not coming to work many workers are prevented from coming work because they have not signed contracts. So this is an evolving situation and we are very also concerned about that. We are looking into this, and we are talking to staff. For security reasons.
