STORYLINE
The Security Council on Friday (02 Jun) extended the mandate of the UN Support Mission in Libya, by a vote of 14-0 with one abstention (The Russian Federation).

By adopting the resolution 2684 (2023), the Council also requested the Secretary-General to report on the implementation of today’s resolution within six months and eleven months.

After the vote, Anna M. Evstigneeva, Deputy Permanent Representative of the Russian Federation, said, “We would like to once again recall that Russia, along with other members of the Security Council, was at the source of this mechanism, we were convinced of the importance of the functioning of this inspection mechanism in the situation in the context of Libya and we hoped that these measures could make a contribution to reducing illicit trafficking and weapons on the territory of this Northern African country.”

She added, “Unfortunately, this inspections regime became focused in the hands of just one regional organization, the European Union.

Evstigneeva noted that the activities of the EU maritime operation IRINI did not bring results "in terms of stabilization on the ground.”

Since the adoption of resolution 2292 in 2016, the Council has annually renewed the authorization for maritime inspection. Until 2022, the Council had unanimously renewed the inspection authorization.
