2. SOUNDBITE (French) António Guterres, Secretary-General, United Nations:
“The current crisis highlights the need to redouble efforts to fully implement the commitments of the Framework Agreement. This involves technical, financial and human resources. But above all, it requires a collective political will to implement the spirit and the letter of the Framework Agreement. In order to address the root causes of instability; to break the vicious circle of conflicts in the region; and to put an end to the ordeal of the populations, who have suffered only too much, especially in the Democratic Republic of Congo. I renew my call for de-escalation, appeasement and restraint. Armed groups, whatever they are - local or foreign, must lay down their arms in the DRC.”

4. SOUNDBITE (French) António Guterres, Secretary-General, United Nations:
“Everyone must put an end to hate speech, work to restore trust, and refrain from any action that could undermine the progress made for peace in the DRC. The United Nations, notably through the Office of the Special Envoy for the Great Lakes Region and MONUSCO, will continue to support regional peace initiatives, including the mechanisms established under the Nairobi and Luanda processes.”

6. SOUNDBITE (French) António Guterres, Secretary-General, United Nations:
“This is a tragedy for the people of Sudan – and an additional threat to security in the Sahel and East Africa. More than 100,000 people have fled – and 800,000 people could leave the country in the days and weeks to come. The country is facing a humanitarian catastrophe. Millions of Sudanese are trapped in the fighting and face growing food insecurity. The fighting must end immediately, before this conflict turns into a civil war that could destroy the country and disrupt the region for years to come.”

8. SOUNDBITE (English) António Guterres, Secretary-General, United Nations:
“I had the occasion to express my admiration for the efforts that the President and the Burundian government are doing in relation to the solution of the problems in the DRC. The presence of Burundian forces in the East African force in DRC has shown an enormous efficiency and a very positive contribution to reconciliation and hopefully to the peace. And Burundi is today a pillar of regional cooperation and a pillar of dialogue for peace and security in the region.”

STORYLINE
Secretary-General António Guterres today (5 May) said armed groups – both local and foreign – must lay down their arms in the Democratic Republic of the Congo (DRC), and efforts must be redoubled to advance a lasting, sustainable peace in the region.

The UN chief, talking to reporters after a meeting with President Évariste Ndayishimiye during his first visit to Burundi as Secretary-General, said, “the current crisis highlights the need to redouble efforts to fully implement the commitments of the Framework Agreement.”

He called for “de-escalation, appeasement and restraint.”

On the eve of the high-level meeting of the Regional Oversight Mechanism of the Peace, Security and Cooperation Framework for DR Congo and the region, which opens on 6 May in the capital, Bujumbura, Guterres said, “everyone must put an end to hate speech, work to restore trust, and refrain from any action that could undermine the progress made for peace” in the DRC.

With a focus on ending recurring cycles of violence in DRC and resolving conflict, tackling instability, and building sustainable peace in the region, the high-level meeting will review progress and challenges on implementing the Framework agreement, signed in Ethiopia in 2013, including by the guarantor institutions: the UN, African Union, International Conference on the Great Lakes Region (ICGLR), and the Southern African Development Community (SADC).

Turning to the situation in Sudan, the Secretary-General said, “this is a tragedy for the people of Sudan – and an additional threat to security in the Sahel and East Africa.”

He noted that “more than 100,000 people have fled – and 800,000 people could leave the country in the days and weeks to come” and said, “the country is facing a humanitarian catastrophe.”

Guterres said, “the fighting must end immediately, before this conflict turns into a civil war that could destroy the country and disrupt the region for years to come.”

Turning to Burundi’s positive role in the region and the forthcoming regional meeting, he said, “I had the occasion to express my admiration for the efforts that the President and the Burundian government are doing in relation to the solution of the problems in the DRC. The presence of Burundian forces in the East African force in DRC has shown an enormous efficiency and a very positive contribution to reconciliation and hopefully to the peace. And Burundi is today a pillar of regional cooperation and a pillar of dialogue for peace and security in the region.”
