More than 100,000 people have fled – and 800,000 people could leave the country in the days and weeks to come. The country is facing a humanitarian catastrophe. Secretary-General António Guterres today (5 May) said armed groups – both local and foreign – must lay down their arms in the Democratic Republic of the Congo (DRC), and efforts must be redoubled to advance a lasting, sustainable peace in the region.
The UN chief, talking to reporters after a meeting with President Évariste Ndayishimiye during his first visit to Burundi as Secretary-General, said, “the current crisis highlights the need to redouble efforts to fully implement the commitments of the Framework Agreement.”
He called for “de-escalation, appeasement and restraint.”
On the eve of the high-level meeting of the Regional Oversight Mechanism of the Peace, Security and Cooperation Framework for DR Congo and the region, which opens on 6 May in the capital, Bujumbura, Guterres said, “everyone must put an end to hate speech, work to restore trust, and refrain from any action that could undermine the progress made for peace” in the DRC.
With a focus on ending recurring cycles of violence in DRC and resolving conflict, tackling instability, and building sustainable peace in the region, the high-level meeting will review progress and challenges on implementing the Framework agreement, signed in Ethiopia in 2013, including by the guarantor institutions: the UN, African Union, International Conference on the Great Lakes Region (ICGLR), and the Southern African Development Community (SADC).
Turning to the situation in Sudan, the Secretary-General said, “this is a tragedy for the people of Sudan – and an additional threat to security in the Sahel and East Africa.”
