STORYLINE
Today (5 Mar) in Doha, Qatar, at the opening of the Fifth United Nations Conference on the Least Developed Countries (LDC5), the Secretary-General of the United Nations, António Guterres, said, “The era of broken promises must end – now.”

Guterres stated, “Least Developed Countries are being stranded amidst a rising tide of crisis, uncertainty, climate chaos, and deep global injustice.”

He also said, “Today, 25 developing economies are spending over 20 percent of government revenues not on building schools, not on feeding people, not on expanding opportunities for women and girls — but solely on servicing debt.”

At LDC5 in Doha from March 5-9, Heads of State and Government are gathering to ensure the LDCs’ needs are placed back at the top of the global agenda.

Leaders will agree on plans to deliver the Doha Programme of Action (DPoA), a ten-year commitment for renewed and strengthened partnerships between the Least Developed Countries and developed nations, as well as the private sector and civil society.

LDC populations have experienced a sharp decline in living standards and increasing inequality, while their current account balances have come under additional pressure from rising external debt payments and soaring international energy and food prices.

Many Least Developed Countries are already in or at risk of debt distress.

Left unchecked, economic distress and vaccine inequity will make recoveries longer and more painful than necessary.

Sheikh Tamim bin Hamad Al Thani, Emir of Qatar, said, “There is a moral obligation incumbent upon the rich, developed countries to contribute more to assist the least developed countries in overcoming the global challenges that we are now dealing with. This is a responsibility and not a favor.”

Sheikh Hasina, Prime Minister of the Government of the People’s Republic of Bangladesh, said that LDCs need sustained support to double their share of global trade.

She also said that the Official development assistance (ODA) targets for LDCs from developed countries deserve to be fulfilled.

Hasina continued, “International Financial Institutions have the means to support debt sustainability in LDCs. Climate financing for LDCs should be made flexible and predictable. Technology transfer to LDCs needs to be tangible and meaningful. Our migrant workers need protection for their rights and well-being.

She stressed, “We cannot fail the 226 million youth in LDCs.”

The DPoA identifies five key deliverables that will assist the Least Developed Countries in removing several structural impediments to inclusive growth and sustainable development.

They aim to close pervasive gaps in education, food security, sustainable development investment, and climate change resilience.

They also aim to support the LDCs to graduate out of the category to integrate into the global economy more fully.

LDC5 represents a crucial litmus test for the progress promised in the Sustainable Development Goals – and the international community’s resolve to support the countries furthest behind in those commitments.

Later today, at the Commemoration of the 50th Anniversary of the Establishment of the Group of LDCs, Rabab Fatima, UN High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UN-OHRLLS), said, “Despite all these challenges and a turbulent 50-year history, we arrive in Doha with hope.
