STORYLINE
The Under-Secretary-General for Peace Operations, Jean Pierre Lacroix, concluded yesterday (21 Dec) his mission to the Central African Republic (CAR). During the visit, he met with national authorities, political parties, religious leaders, women and youth organizations, and the UN peacekeepers in the country.
On Monday (19 Dec), Lacroix met with Prime Minister Félix Moloua and other senior Government officials of the Central African Republic.
Speaking to journalists, Lacroix said, "This visit is an opportunity to take stock and look to the future with our traditional partners, which are, of course, the Central African authorities.”
This is his first visit to Bangui since the appointment of Valentine Rugwabiza, the head of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA).
Lacroix continued, “it is also an opportunity to meet with representatives of civil society, political forces, youth, women's associations, and of course, to meet again with my colleagues from MINUSCA.”
The UN Security Council renewed the mandate of MINUSCA until 15 November 2023.
The UN Under-Secretary-General for Peacekeeping Operations said, “to ensure that this mandate is fully implemented and that, above all, we can best meet the expectations of the people and the Central African authorities.”
Lacroix also stressed, “it is important to look at with its authorities, obviously with the head of government and the main ministers concerned, how we are going to work together in the coming months, during the course of next year, to ensure that this mandate is fully implemented and that, above all, we can best meet the expectations of the people and the Central African authorities.”
Lacroix also engaged with the ruling party and its allies, known collectively as the “Mouvance Présidentielle,” as well as with the “Bloc Républicain pour la Défense de la constitution” and the religious platform.
He met with women and youth representatives to understand the challenges they face, as well as opportunities for their participation in the political processes, and also engaged with the High Council for Communications, which is charged with battling hate speech.
Yesterday (21 Dec) morning, Lacroix met the President of the National Assembly, Simplice Mathieu Sarandji, and, in the afternoon, he was received by Faustin Archange Touadera, President of the Central African Republic.
The Under-Secretary-General for Peace Operations, said, "We had a very constructive and frank discussion, as always, with the President on the security problem that remains, on upcoming political events, in particular the local elections, and on the fact that MINUSCA is ready to support their organization and implementation.”
He continued saying that they also discussed “the global challenges, the post-pandemic, the war in Ukraine and the consequences on the supply chain, the global economic and financial difficulties that obviously affect the Central African Republic in a very significant way, and how to help the population, how to help this country.”
Lacroix also said, “We hope that these political debates on national and local issues will take place in the most peaceful climate possible. There are sometimes, here and there, messages that are very aggressive in political debates. A political debate is, by nature, always a little contentious, but our plea to everyone is to ensure it remains within the limits of a democratic, respectful, free, and open debate.”
In a press conference, Lacroix reiterated the UN commitment to continue supporting the Central African population, including overcoming challenges such as the delivery of humanitarian aid and the need for resource mobilization.
Lacroix also expressed concerns about rising hate speech and misinformation targeting MINUSCA and called for an open and peaceful political debate, particularly in the lead-up to local elections.
