All it is is an opportunity for some known countries, with the US at the forefront, to repeat accusatory rhetoric targeting Syria. This meeting is such a waste of time and resources which should have been used better.”

The High Representative for Disarmament Affairs, Izumi Nakamitsu, told the Security Council that “gaps, inconsistencies and discrepancies” stop the relevant authorities from verifying a statement by the Syrian Arab Republic regarding the use of chemical weapons.

Briefing the Council on Tuesday (25 Oct), Nakamitsu said these issues remain “unresolved” so the Technical Secretariat of the Organisation for the Prohibition of Chemical Weapons (OPCW) “continues to assess that, at this stage, the declaration submitted by the Syrian Arab Republic cannot be considered accurate and complete in accordance with the Chemical Weapons Convention.”

The High Representative said that “the Investigation and Identification Team (IIT) continues its investigations into incidents in which the FFM [Fact Finding Mission] has determined that chemical weapons were used or likely used in the Syrian Arab Republic.”

Nakamitsu informed that “the IIT will issue further reports in due course.”

For the High Representative, “it cannot be repeated often enough: there is no justification for the use of chemical weapons by anyone, anywhere and under any circumstances.”

The UN official said that “there are no excuses for an inexcusable act” and the international community “must remain united and determined in preventing their use, or the threat of their use.”

She added that “those who have used chemical weapons must be identified and held to account.”

Bassam Sabbagh, the Permanent Representative of the Syrian Arab Republic, said that “once again, the Security Council is examining this issue in the absence of any development or event that requires this debate to take place.”

According to the ambassador, the meeting “is an opportunity for some known countries, with the US at the forefront, to repeat accusatory rhetoric targeting Syria.”
Sabbagh added that meeting is “is such a waste of time and resources which should have been used better.”

Sabbagh said the Syrian government also rejects “the insistence of certain countries on ignoring the clarifications” the country provided.
