With 101 votes in favour, seven against, and 19 abstentions, the General Assembly today (16 Sep) adopted a decision that will allow Ukraine’s President Volodymyr Zelenskyy to participate of the General Debate via a pre-recorded video statement on an exceptional basis.
Before the vote, Ukraine’s Ambassador Sergiy Kyslytsya told the Assembly that “according to the constitution of Ukraine, the President is the guarantor of state sovereignty and territorial integrity of Ukraine and commander in chief of the armed forces of Ukraine” and as such, since the beginning “of the full-scale Russian invasion of Ukraine” he “must be and is with the army of Ukraine.”
Members first voted on a draft amendment proposed by Belarus that would allow any leader who was facing a national emergency to participate via pre-recorded statement.
Russian Ambassador Dmitry Polyansky said, “we are being proposed to pass a draft decision which is singling out one a member of the 193 and giving them an exclusive right to provide a pre-recorded statement. What the logic and consistency here is probably simply in the fact that yet another attempt is being made to make sure that Kyiv enjoys a special handling and forget that we have sovereign equality amongst all members of the United Nations.”
The amendment was not adopted.
The 77th Session of the General Assembly General Debate begins on Tuesday, 20 September and continues till Monday, 26 September.
