The Deputy Permanent Representative of Kenya to the United Nations, Michael Kiboino, said that “what happened to the migrants trying to enter the Spanish enclave of Melilla is a blatant violation” of a Human Rights Council resolution.
With the title “Promotion and protection of the human rights and fundamental freedoms of Africans and of people of African descent against excessive use of force and other human rights violations by law enforcement officers”, the resolution was passed after the murder of George Floyd on 25 May 2020 and the ensuing mass protests worldwide.
Speaking to journalists in New York on Wednesday (29 June), after a closed doors session of the Security Council, Kiboino said that the migrants in Spain “rather than being protected, they were assaulted.”
“Tragically, this was not an isolated incident,” the Deputy Permanent Representative of Kenya said.
According to Kiboino, last week’s incident “is part of a worrying trend in recent years in which people of African descent traveling to Europe via the Mediterranean suffer extreme violations of their human rights.”
He said that “thousands have died, thousands of others have been sold into slavery and many more have been violently assaulted.”
Noting the response from the international community to the war in Ukraine, Kiboino said it showed “what the international community is capable of when it is fully mobilized around a cause.”
“We hope to see not just a condemnation of what happened in the Spanish enclave of Melilla, but more importantly, practical measures to ensure that such acts do not happen again, anywhere”, the diplomat concluded.
According to the Office of the United Nations High Commissioner for Human Rights (OHCHR), at least 23 African migrants died and 76 were injured as they tried to cross from Morocco into Spain on 24 June.
