The High Representative for Disarmament Affairs, Izumi Nakamitsu, told the Security Council on Friday (29 Apr) that the Organisation for the Prohibition of Chemical Weapons (OPCW) continues to document instances of chemical weapons use in Syria.
Nakamitsu said, “These reports are a wake-up call to the international community about the continuing threat posed by these inhumane weapons.”
She added that Secretary-General has repeatedly called the international community to act, “Yet, this Council has not fulfilled its responsibility to hold accountable the perpetrators of these heinous acts.”
The High Representative stressed that the use of chemical weapons “anywhere by anyone, and under any circumstances is unacceptable.”
Presenting an update on the implementation of Security Council resolution 2118 (2013) regarding the elimination of Syria’s chemical weapons programme, the UN disarmament chief said that there has been little or no change in the past month and that “Efforts by the OPCW Declaration Assessment Team to clarify all the outstanding issues regarding the initial declaration and subsequent declarations of the Syrian Arab Republic remain as previously informed.”
The Permanent Representative of Syria to the United Nations Bassam Sabbagh told the Council that “The commemoration of the 25th anniversary of the Chemical Weapons Convention is an opportunity for us to renew the call to depoliticize the OPCW and to preserve its technical nature while addressing in the meantime, the wrongful practices of its various teams.”
On the 25th Anniversary of the entry into force of the Chemical Weapons Convention, the members of the Security Council reaffirmed their commitment to exclude entirely the possibility of the use of chemical weapons and to achieve the complete destruction of chemical weapons stockpiles and abandoned chemical weapons.
The members of the Security Council recognized the OPCW as the organization given responsibility by States Parties to ensure the impartial, independent, and professional implementation of all provisions of the Convention.
Nakamitsu said, “These reports are a wake-up call to the international community about the continuing threat posed by these inhumane weapons.”
