“The dangerous prospect of annexation by Israel of parts of the occupied West Bank is a growing threat. If such a move were implemented, it would constitute a serious violation of international law, deal a devastating blow to the two-state solution, close the door to a renewal of negotiations, and threaten efforts to advance regional peace.”

5. SOUNDBITE (English) Nickolay Mladenov, Special Coordinator for the Middle East Peace Process, United Nations:
“The recognition of this interdependence, if there is political will, can translate into tangible progress towards resolving the conflict. I strongly urge Israeli and Palestinian leaders to seize this moment to take steps towards peace, to reject unilateral moves that will only deepen the wedge between the two peoples and undermine the chances for peace.”

7. SOUNDBITE (English) Nickolay Mladenov, Special Coordinator for the Middle East Peace Process, United Nations:
“Israel has a critical responsibility to ensure the well-being and safety of people under its control. As a result of the occupation, the Palestinian Authority has limited sway over its economy and does not have access to the conventional monetary and fiscal tools necessary to remedy the crisis.”

9. SOUNDBITE (English) Riyad Mansour, Permanent Observer of the State of Palestine to the United Nations:
“Regrettably however, even the extreme challenges posed by this pandemic to all do not convince the occupying power to stop its crimes. Instead, Israel carries on with its illegal policies and practices and businesses as usual. Whatever technical coordination has been achieved between the two sides in recent weeks to combat COVID-19 has been undercut by insistent violations. This is not politicize the matter as the alleged by the Israeli presentative, these are the hard facts. I repeat, the hard facts. Most fragrant of these violations are Israeli’s annexation push.”

11. SOUNDBITE (English) Riyad Mansour, Permanent Observer of the State of Palestine to the United Nations:
“The real consent and worries raised worldwide by this horrible pandemic cannot be used as an excuse to ignore human rights violation, and look the other way as Israel would wish everyone do. On the contrary, this pandemic has only further highlighted the absurdity, morality and illegality of such crime and the urgency of bring them to an end right now. When people everywhere are being instructed to shelter at home, how can Israel justify destroying homes? When people everywhere are desperately seeking medical care, how can Israel justify the destruction of clinics, and humanitarian assistance and medial neglect of prisoners.”

13.SOUNDBITE (English) Danny Danon, Permanent Representative of Israel to the United Nations:
“Your accusations are not only shameless lies, they are anti-Semitic. You should be ashamed of yourself, you should apologize for what you have said, and what you have voted. You have made it clear that you prefer to hate Israel more than help the Palestinian people.”

15. SOUNDBITE (English) Danny Danon, Permanent Representative of Israel to the United Nations:
“The Palestinian authority would like to have their cake and eat it too. They happily accepted any or all assistant from Israel, and expect it to continue even if they incite against us and spread anti-Semitic ideal. The outrageous and distractive behavior cannot and will not be tolerated. The Palestinian authorities must decide if incitement against Israel is more important than the fruitful cooperation intended to save Palestinian lives.”

STORYLINE
UN Special Coordinator for the Middle East Peace Process Nickolay Mladenov said, “the dangerous prospect of annexation by Israel of parts of the occupied West Bank is a growing threat. If such a move were implemented, it would constitute a serious violation of international law, deal a devastating blow to the two-state solution, close the door to a renewal of negotiations, and threaten efforts to advance regional peace.”
Briefing the Security Council via video link today (23 Apr), Mladenov noted that on 20 April, the two leading political parties in Israel signed a coalition agreement to form a government. While the two sides reiterated a commitment to advance peace agreements and cooperate with Israel's neighbors, they also agreed on advancing annexation of parts of the West Bank, starting 1 July 2020. The Palestinian Authority has threatened that if this move takes place, it will cancel the implementation of all bilateral agreements.
Despite these worrying developments, Mladenov also said that he is encouraged that the COVID-19 crisis has also created some opportunities for cooperation and stated that he hopes these opportunities will not be undermined or destroyed if the political context between Israel and the Palestinian Authority deteriorates.
He said, “the recognition of this interdependence, if there is political will, can translate into tangible progress towards resolving the conflict.”
He “strongly” urged Israeli and Palestinian leaders to “seize this moment to take steps towards peace, to reject unilateral moves that will only deepen the wedge between the two peoples and undermine the chances for peace.”
Aside from the immediate health concerns on COVID-19, Mladenov also highlighted that the pandemic can take a severe toll on the broader socio-economic situation.
He noted that if current trends continue, the damage to the economy risks the very existence of the Palestinian Authority. Revenues from trade, tourism and transfers have declined to their lowest levels in the last two decades. The PA fiscal gap for 2020 will likely exceed USD 1 billion.
