STORYLINE
“The Security Council needs to recapture its sense of unity and purpose,” the US ambassador Kelly Craft said during a high-level Security Council meeting today in New York adding, “we will act decisively in the exercise of our inherent right of self-defense to protect Americans when necessary, as is recognized under the Charter.”

The UN Security Council held today a ministerial-level open debate themed “Maintenance of international peace and security upholding the UN Charter,” organized by Viet Nam, Council president for January.

Permanent Representative of the US to the United Nations Kelly Craft, said the Security Council "must acknowledge that inaction, repetition, and intransigence have created a credibility gap. As the body with primary responsibility for maintaining international peace and security, the Security Council needs to recapture its sense of unity and purpose.”

Speaking about the assassination of one of the Iranian top military leaders, Maj. Gen. Qasem Soleimani in Iraq’s capital Baghdad last week, Craft said “President Trump’s decision was in direct response to an escalating series of armed attacks in recent months by Iran and Iranian-supported militias on US forces and interests in the region. These attacks are detailed in the letter we submitted pursuant to Article 51 of the UN Charter yesterday. This decision was not taken lightly.”

She also said, “we will act decisively in the exercise of our inherent right of self-defense to protect Americans when necessary, as is recognized under the Charter.”

Also speaking at the debate, Zhang Jun, Permanent Representative of China to the United Nations said, “at present, the United States’ unilateral military adventurism has led to the tensing up of the situation in the Middle East gulf region. China supports Secretary-General Guterres’s call for peace. We have been actively engaged in diplomatic operations and are committed to playing a responsible and constructive role in safeguarding international law, equity, justice, and regional peace and stability. We call on all parties concerned to exercise maximum restraint, return to dialogue and consultations without delay, joint work towards a de-escalation of the situation, and jointly maintain the JCPOA.”

Ahead of 75th anniversary of the UN Charter in June 2020, the debate was an opportunity for member states to reflect on and reaffirm their commitment to upholding principles of the Charter, particularly in regard to international peace and security.
