Political will and resources are also required in peacebuilding and sustaining peace efforts, including through support to infrastructure for peace at the local and national levels and policy dialogue with the Peacebuilding Commission.”

UN Chef de Cabinet Maria Luiza Ribeiro Viotti said, “collaboration between the United Nations, the African Union, its Member States and Africa’s Regional Economic Communities and other regional mechanisms has never been greater.”

Addressing the Security Council today (26 Sep) at a meeting on peace and security in Africa, UN Chef de Cabinet Maria Luiza Ribeiro Viotti said that the partnership between the UN and AU is “underpinned by shared values, enshrined both in the Charter of the United Nations and the Constitutive Act of the African Union, as well as by the principles of complementarity, respect and African ownership.”

According to the UN, more than 80,000 peacekeepers currently serve in seven peacekeeping operations in Africa. Viotte stated that Africa is now the largest troop contributing region to United Nations missions. And there is direct cooperation between the African Union and the United Nations on peacekeeping operations themselves, such as Somalia, Mali/the Sahel, the UN supports AU-led operations.

Though progress has been made, the Chef de Cabinet noted that the work can be done better.

Viotti reiterated, “the Secretary-General has stressed the need to ensure the predictability, sustainability and flexibility of financing for African Union-led peace support operations authorized by the Security Council and under the Security Council’s authority.”

She continued, “political will and resources are also required in peacebuilding and sustaining peace efforts, including through support to infrastructure for peace at the local and national levels and policy dialogue with the Peacebuilding Commission.”

Also addressing the Council was Moussa Faki Mahamat, the Chairperson of the African Union Commission.

The Chairperson said, “the traditional mechanism to response to threats to peace and to ensure peacebuilding and peacekeeping no longer fully correspond the new circumstances.”

He continued, “terrorism in all its forms and all forms of illegal trafficking are unmanageable through former models.”

Mahamat also stated, “the African Union has often reiterated its full availabilities to work with the United Nations, the Security Council in particular to ensure the desire progress on the doctrine on an operational level.”

The Council’s meeting was organized by the Russian Federation who is holding the presidency of the Security Council for the month of September.
