Mission Peacekeeping-Intelligence Coordination Mechanisms have been established in MINUSMA, MONUSCO, MINUSCA, and UNMISS to ensure coordination between all actors involved in peacekeeping intelligence under the leadership of the SRSG. These mechanisms are already enhancing efficiency and coordination between military, police and civilian components.”

“We have seen a steady downward trend in allegations of sexual exploitation and abuse, from 104 allegations in 2016 to 55 in 2018. Our continued vigilance remains an utmost priority, and we will continue to strengthen prevention and accountability for misconduct and enhance assistance to victims of sexual exploitation and abuse. But of course, if we are to achieve our goal to further advance the fight against SEA in peacekeeping, we also need the full cooperation of all troop and police contributing countries.”

STORYLINE
Peacekeeping Chief Jean-Pierre Lacroix, today (9 Sep) told the Security Council political solutions “are a prerequisite to sustainable peace, and their pursuit is at the center” of the Secretary-General’s Action for Peacekeeping (A4P) agenda.

Through his A4P initiative, Secretary-General António Guterres in March 2018 called on Member States, the Security Council, host countries, troop- and police- contributing countries, regional partners and financial contributors to renew their collective engagement with UN peacekeeping and mutually commit to reach for excellence.

Lacroix said, “in every country in which we are deployed and our mandates permit, our missions are proactive in and maintaining space for political solutions to be pursued.” providing examples from peacekeeping missions in the Central African Republic (CAR), Democratic Republic of the Congo (DRC), Darfur and Mali.

The peacekeeping official said, “improved situational awareness is another critical component of effective operations, and we are making progress there.”

He said, “Mission Peacekeeping-Intelligence Coordination Mechanisms have been established” in missions in Mali, DRC, CAR, and South Sudan “to ensure coordination between all actors involved in peacekeeping intelligence” under the leadership of the Secretary General’s Special Representative (SRSG).

These mechanisms, he said, “are already enhancing efficiency and coordination between military, police and civilian components.”

Regarding cases of Sexual Exploitation and Abuse (SEA) committed by peacekeepers, Lacroix said, “we have seen a steady downward trend in allegations of sexual exploitation and abuse, from 104 allegations in 2016 to 55 in 2018,” and added that “if we are to achieve our goal to further advance the fight against SEA in peacekeeping, we also need the full cooperation of all troop and police contributing countries.”

As of 12 July 2019, 152 countries have endorsed the A4P Declaration of Shared Commitments.
