And the best way to provide the support is through humanitarian and stabilization activities.”

STORYLINE
The Security Council today (25 Jun) held a briefing on the humanitarian situation in Syria, in which the participation of two speakers, invited under rule 39 of the Council, was disputed by member states.

Before the session begun, the Permanent Representative of France, François Delattre, questioned the presence in the Council of Major General Alexey Bakin, Head of Russian Reconciliation Centre.

Delattre said, “the Russian Reconciliation Centre is neither a humanitarian actor nor a UN agency. It is subordinate to the Russian Ministry of Defence, which is an active party to the conflict and the information that we are going to hear should be viewed in that light.”

Bakin, during his briefing, “categorically” refuted all allegations “of the indiscriminate nature of strikes of government forces targeting Idlib.”
He told the Council that “anti-Syrian non-government organizations are willingly spreading false and unverified information, misleading the global community and thereby protecting the terrorists from Hay'at Tahrir al-Sham (HTS).”

Also speaking under rule 39, the Executive Director of the Syrian American Medical Society, David Lillie, said “the way to combat terrorism is not through bombardment of civilian areas and the targeting of civilian infrastructure,” but “through supporting the civilian population who long to live in peace and freedom, not under groups like HTS.”

He added that “the best way to provide the support is through humanitarian and stabilization activities.”

For his part, Syrian Ambassador Bashar Jaafari, said, “the individual present with us this afternoon speaking on behalf of the Syrian American Medical Society is an employee of USAID. There can be no beating around the bush. He is an employee of the American administration, of the federal government. So, the invitation extended to him should have never been issued.”

The Council also heard from the Head of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA,) Mark Lowcock, who said that “fighting among Syrian Government forces and their allies, armed opposition forces, and the Security Council-listed terrorist organization Hayat Tahrir al-Sham continues to impact civilians every day.”

Lowcock said, “over the weekend of 21 to 23 June, we received reports of airstrikes affecting more than 55 communities in Idlib, Hama and Aleppo governorates, and artillery shelling affecting more than 21 communities in these governorates.”

Because of technical difficulties, Lowcock’s briefing via teleconference from Rome was heard but not seen by Council members.
