5. SOUNDBITE (English) Antonio Guterres, Secretary-General, United Nations:
“The central message of my report on peacebuilding and sustaining peace is that we need to enhance the coherence of international efforts in support of national governments and their people. The scale and nature of the challenge we face calls for closer strategic and operational partnerships between all key stakeholders, based on what are the national priorities and the national policies.”

8. SOUNDBITE (English) Miroslav Lajčák, President, United Nations General Assembly:

Maybe, in the past we did not associate these efforts with prevention. But they are all drivers of peace. We must invest in them; we cannot let the incentives of violence outweigh the incentives for peace.”

10. SOUNDBITE (French) Faustin Archange Touadera, President, Central African Republic:
“We once again appeal for strengthening the staffing of MINUSCA through operational and professional contingents as well as moving from peacekeeping to a position of peace so as to avoid failing in our efforts to build and sustain peace, which are often inherent in the inconsistent, diffuse and sometimes competitive or disjointed nature of international assistance. The Central African Republic would like to serve as a model of success for the efforts provided by the international community.”

STORYLINE
Secretary-General Antonio Guterres today (24 Apr) told a High-Level meeting on Peacebuilding and Sustaining Peace that “sustainable, inclusive development, deeply rooted in respect for all human rights – economic, social, cultural, civil and political – is the world’s best preventive tool against violent conflict and instability.”

Guterres told the meeting that the 2030 Agenda for Sustainable Development “is our common blueprint for more peaceful, stable, resilient group of societies.”

He also stressed that sustaining peace will only be realized through national ownership that considers the needs of the most marginalized, including women, young people, minorities and people with disabilities.

Guterres said “we need to enhance the coherence of international efforts in support of national governments and their people,” and pointed out that “the scale and nature of the challenge we face calls for closer strategic and operational partnerships between all key stakeholders, based on what are the national priorities and the national policies.”

General Assembly President, Miroslav Lajčák, said “we must make our societies more resilient. We need to respond to early warning signs. We need strong institutions. Sustainable Development. Access to justice. And respect for human rights.”

He called for investments in these “drivers of peace” and said, “we cannot let the incentives of violence outweigh the incentives for peace.”

Central African Republic President Faustin Archange Touadera appealed for strengthening the UN Mission in his country in order to move “from peacekeeping to a position of peace.”

He said, “the Central African Republic would like to serve as a model of success for the efforts provided by the international community.”
