STORYLINE
The Security Council today (06 Nov) condemned the attacks against Myanmar security forces by the Arakan Rohingya Salvation Army (ARSA) on 25 August and the ensuing violence in Rakhine State “which has led to the mass displacement of more than 607,000 individuals, the vast majority belonging to the Rohingya community.”

In a Presidential Statement read by Italy’s Ambassador Sebastiano Cardi, the Council “further expresses grave concern over reports of human rights violations and abuses in Rakhine State, including by the Myanmar security forces, in particular against persons belonging to the Rohingya community.”

Myanmar Ambassador, Hau Do Suan, told the Council that the Presidential Statement “will not help our efforts for solving the issue rather lead to further polarization and escalation of tensions among different religious communities in the country and beyond” as it “exerts undue political pressure on Myanmar.”

Masud Bin Momen, Permanent Representative of Bangladesh, which has received the bulk of the Myanmar displaced, said “the statement just made by my Myanmar counterpart now, perhaps, gives a flavour of the complex challenges to be encountered, not least the persistent denial of the situation on the ground.”

Outside the Council, British Ambassador, Jonathan Allen, said “the really important thing is that the whole world, through the Security Council, has come together with one clear, unified, set of demands. And they are very clear demands. It’s a very strong statement. There can be no doubt in reading that statement what is required. An end to violence. Full humanitarian access. The voluntary return of refugees. Full cooperation with the UN Commissioner of Human Rights, and the Annan Commission’s proposals being taken forward in the future.”

The Office of the UN High Commissioner for Refugees (UNHCR), the UN Children's Fund (UNICEF), and partners have distributed tokens, direct food supplies, and offered medical care for those at the Anjuman Para border crossing.
A reception area at Balukhali in the Bangladeshi city of Cox's Bazar, run by the IOM, is providing emergency assistance and self-settlement kits to improve living condition for the new arrivals.
