4. SOUNDBITE (English) David Shearer, Special Representative of the Secretary-General in South Sudan:
“The Government appears emboldened by its recent military gains, including in some key strongholds of the SPLA in Opposition loyal to leader Riek Machar. Deep mistrust of military forces, exacerbated by human rights abuses fuel flights into neighbouring countries.”

6. SOUNDBITE (English) David Shearer, Special Representative of the Secretary-General in South Sudan:
“We are working closely with our humanitarian partners to align our efforts so that people have a real choice to return home. The quality of services inside the POCs and in the outside community needs to be looked at to provide more balance. If we have a first-class medical facility inside the POC site and no medical support outside, it will clearly deter people from returning back to their homes. These efforts will also coincide with our own UNMISS efforts to increasingly project our peacekeeping forces from static duties out into communities where they are most needed.”
7. Med shot, delegates
8. SOUNDBITE (English) David Shearer, Special Representative of the Secretary-General in South Sudan:
“It is critical now that the international community shows a unity of purpose to support an implementable peace process that leads to credible elections in due course, but only after a period of transition marked by inclusivity and stability.”
9. Med shot, delegates
10. SOUNDBITE (English) Akuei Bona Malwal, Permanent Representative of South Sudan to the United
Nations:
“It is not a policy of the Government of South Sudan to obstruct UNMISS mandate neither hinder Humanitarian access. Mr. President, my delegation further acknowledges the fact that there remain a lot of difficult circumstances and challenges under which UNMISS operates in the Republic of South Sudan. There are also signals of improvement and some progress that we hope to build on.”

13. SOUNDBITE (English) David Shearer, Special Representative of the Secretary-General in South Sudan:
“We want to make sure that the conditions are conducive to holding elections so that people can, as in any other country, be able to register their democratic right. If many people are excluded from that, then it could have very detrimental impact on the way that they see the process moving forward, if they miss out on their ability to vote and therefore accept the leadership that comes from the electoral process.”

STORYLINE
The Special Representative of the Secretary-General in South Sudan, David Shearer, told the Security Council that the South Sudanese Government “appears emboldened by its recent military gains, including in some key strongholds of the SPLA in Opposition loyal to leader Riek Machar” but “deep mistrust of military forces, exacerbated by human rights abuses” is fuelling civilians’ flight into neighbouring countries.
Shearer said the United Nations Mission in South Sudan (UNMISS) is “working closely” with humanitarian partners “so that people have a real choice to return home.”
He said “if we have a first-class medical facility inside the POC site and no medical support outside, it will clearly deter people from returning back to their homes.”
Shearer said “it is critical now that the international community shows a unity of purpose to support an implementable peace process that leads to credible elections in due course, but only after a period of transition marked by inclusivity and stability.”
For his part, South Sudan’s ambassador Akuei Bona Malwal said “it is not a policy of the Government of South Sudan to obstruct UNMISS mandate neither hinder Humanitarian access,” and added that although “there remain a lot of difficult circumstances and challenges under which UNMISS operates in the Republic of South Sudan” there are also “signals of improvement and some progress that we hope to build on.”
At a later press conference, Shearer said “we want to make sure that the conditions are conducive to holding elections so that people can, as in any other country, be able to register their democratic right. If many people are excluded from that, then it could have very detrimental impact on the way that they see the process moving forward, if they miss out on their ability to vote and therefore accept the leadership that comes from the electoral process.”
General elections, originally scheduled for July 2015, were postponed due to the political and security situation, and are now slated to take place in July2018.
