“Peacebuilding used to be what happens after conflicts are resolved. I think for the first time we are looking at peacebuilding as something that happens before, during, and after a conflict. And this is a very powerful message because it means that we need to be much more alert in assessing, in understanding, in analysing, root causes and the drivers of conflict, and it also states something which is also very obvious, is that the UN is not the only actor in peacebuilding, that it needs to work very strategically and in an operational manner with regional actors.”

STORYLINE
The Security Council and the General Assembly concurrently adopted a resolution today (27 Mar) on the review of the UN peacebuilding architecture.
The Council adopted the draft resolution unanimously, while the Assembly adopted it by consensus without a vote.
At a press conference after the adoption by both chambers, the Assistant Secretary-General for Peacebuilding Support, Oscar Fernandez-Taranco, said peacebuilding “used to be what happens after conflicts are resolved.” For the first time, he said, we are looking at peacebuilding as something that happens before, during, and after a conflict.”
Fernandez-Taranco said another important aspect of the resolution “is that the UN is not the only actor in peacebuilding, that it needs to work very strategically and in an operational manner with regional actors.”
The review had been mandated by both the Council and the General Assembly 10 years after the establishment of the Peacebuilding Commission (PBC), the Peacebuilding Fund (PBF) and the Peacebuilding Support Office (PBSO.)
Secretary-General Ban Ki-moon, in a statement, congratulated member states on the outcome of the review. The adoption of these comprehensive resolutions, he stated, “sends a powerful signal” and “are a statement of intent pointing to a change in strategy and mind-set.”
