“The Minsk agreement must be fully complied by all sides. We need to avoid adoption of unilateral measures that would contradict the spirit of the document adopted in Minsk on 12 February 2015. Since the very start of the crisis Russia has actively called for a peaceful settlement to inclusive transparent dialogue between the sides to the internal Ukrainian conflict and it has done its outmost to insure that conversation be establish on fundamental political and constitutional issues.”

“The idea that Russia which manufactured and continues to escalate the violence in Ukraine has tabled the resolution today calling for the conflict’s peaceful solution is ironic to say the list. Bitterly ironic given that this Council has dedicated some 30 meetings to calling on Russia to stop escalating the very same conflict and given the human consequences that are growing daily.”

“Russian side quite obviously positions itself as a devoted proponent of the peace process and a guarantor of the effective implementation of the Minsk agreement. It even suggested a resolution that has been adopted. Yet this is on paper. What happens in reality is quite opposite.”

STORYLINE
The Security Council unanimously adopted a resolution endorsing the "Package of measures for the implementation of the Minsk Agreements" signed in Minsk on 12 February.

Sponsored by the Russian federation, the resolution calls on all parties to Ukrainian conflict to “fully implement the Package of measures, including a comprehensive ceasefire.”

Explaining the vote, Vitaly Churkin, Permanent Representative of the Russian Federation to the United Nations said “we need to avoid adoption of unilateral measures that would contradict the spirit of the document adopted in Minsk on 12 February.”

Russian ambassador also said since the very start of the crisis, his country “has actively called for a peaceful settlement to inclusive transparent dialogue between the sides to the internal Ukrainian conflict and it has done its outmost to insure that conversation be establish on fundamental political and constitutional issues.”

In explaining her vote, US permanent representative to the United Nations Samantha Power said that “the idea that Russia which manufactured and continues to escalate the violence in Ukraine has tabled the resolution today calling for the conflict’s peaceful solution is ironic to say the list.”

The Minsk agreement calls on “immediate and comprehensive ceasefire” in certain areas of the Donetsk and Luhansk regions of Ukraine, withdrawal of all heavy weapons by both sides by equal distances in order to create a security zone of at least 50 km wide and release and exchange of all hostages and unlawfully detained persons, based on the principle "all for all".
