As part of the implementation of Security Council Resolution 435 of 1978 concerning Namibian independence, the United Nations Transition Assistance Group (UNTAG) was created to pave the way for 'free and fair' elections in Namibia. This group consists of military as well as civilian components to facilitate the return of exiles, ensure the registration of voters all over the country, and monitor the entire electoral process.
