Ever since man progressed from the notion that weather was an instrument of reward or punishment from his ancient gods, he has dreamed of one day controlling it. Progress in that direction may be slow, but there are signs that man is affecting weather inadvertently, and not necessarily in his best interests.

Shortages of oil and natural gas, rising costs of power and world population growth have combined to stimulate an intensive search for alternate energy sources for the next century.
