STORYlLINE

Omar Al Bashir, President of the Republic of Sudan, travelled today (8 February) to El Fashir to launch the Darfur Regional Authority, the body in charge of implementing a peace deal signed last year in Doha between the government and an alliance of Darfur rebel groups in a bid to end the region’s nine-year-old conflict.

Idriss Deby, President of Chad, and the Joint Special Representative for the African Union and United Nations, Ibrahim Gambari, and other representatives from the European Union and the Arab League accompanied the Sudanese president.

Speaking at a rally attended by thousands of internally displaced people (IDPs) and other residents of Darfur, the president urged the IDPs to return to their homes and reiterated his government’s commitment to support and sponsor the Doha Document for Peace in Darfur to achieve peace in Darfur.

According to the United Nations, small numbers of people have returned home but residents said violence including shooting and looting continues.

Delivering remarks on behalf of United Nations Secretary Ban Ki-moon, Gambari congratulated the Sudanese government and the Liberation and Justice Movement on this important step forward and reiterated the commitment of the United Nations system to support their efforts and those of the Darfur Regional Authority to bring peace to Darfur.

The Secretary-General also appealed to the government and armed movements that did not sign to the Doha document to enter into negotiations towards a final agreement immediately and without preconditions.

Among its other provisions, the Doha document calls for a truth and reconciliation committee, a national human rights commission, reconstruction and development, compensation for refugees, and affirmative action for Darfuris in government and military service.

The authority was first established as the Transitional Darfur Regional Authority in April 2007 under the terms of the 2006 Darfur Peace Agreement. It was reformed after the signing of a new peace agreement in July last year.
