"With very resourceful persons and certainly the most popular continent in the world should have a chance to provide the Secretary-General, they'll never be short of somebody capable of being the Secretary-General. The last Secretary-General from Asia was U Thant, a very illustrious figure in the history of the United Nations and we think Asia should be given the chance this time. And it's not only a rotation. I think for an international organization like the United Nations, it must be seen that there is representation and participation by the different regions of the United Nations membership, wider membership."

"Elections were scheduled to be held early this month, but we understand they have been postponed. It is the wish of the Council members that we get a briefing from the Secretariat on what is exactly happening on the ground and in particular, on the circumstances that have led to the postponement of the elections in Haiti. We were told it could be for technical reasons, but there might be other reasons and that's why we have on an urgent basis requested a meeting for a briefing on Haiti on Friday. "

STORYLINE:

Tanzania's U.N. ambassador, taking on the presidency of the Security Council for January, said Wednesday that the world body should pick its next Secretary-General on the traditional regionally rotating basis -- meaning that the next UN chief would have to come from an Asian country.

Outlining this month's agenda at a Headquarters press conference, Ambassador Mahiga said Asia was one of the most popular continents in the world and that it would never be short of a capable Secretary-General.

At Argentina's request, the Security Council members are meeting on Friday on an "urgent" basis to receive a briefing on the election postponement, which "could be for technical reasons, but there might be other reasons."

The Council also plans to hold a ministerial-level meeting on Africa's Great Lakes region as a high point of its January agenda. Mr. Mahiga said that his country, being part of the Great Lakes region, was naturally concerned with recent, mostly positive, developments involving its neighbours.

The 27 January meeting will be a particularly opportune time to assess developments in Burundi following its successful transition to a democratically elected Government, and to give encouragement to the Democratic Republic of the Congo (DRC) following the recent referendum that should lead to elections on 30 June

We expect this to be a very important meeting with some important outcomes," Mr. Mahiga said, predicting that the Council would adopt a related resolution aimed at helping to consolidate peace in the region.

The meeting would be attended not only by foreign ministers from the Great Lakes region, but also by those of Council members. Also invited was the diplomatic Group of Friends of the Great Lakes, which includes the European Union, Scandinavian countries, Canada and the United States.
