STORYLINE:

Security Council unanimously adopted a resolution to renew the mandate of the EU-led multinational stabilization force EUFOR-Althea, operating in Bosnia and Herzegovina, for another year.

EUFOR-Althea is mandated to help implement the military aspects of the 1995 General Framework Agreement for Peace in Bosnia and Herzegovina, also known as the Dayton Peace Agreement.

Following the adoption of the resolution today (02 Nov), the United States’ Deputy Permanent Representative and Alternate Representative for Special Political Affairs, Robert A. Wood, said, “The High Representative’s report, in line with precedent and the requirements of Security Council Resolution 1031, are vital to keeping the international community informed about the ongoing efforts to ensure enduring stability and prosperity in the region.”

He added, “In light of recent attacks on the High Representative, led by Republika Srpska President Dodik, we must underscore that the UN Security Council has no role in choosing or appointing the High Representative, which is the responsibility of the Peace Implementation Council.”

For his part, Russian Ambassador Vasily Nebenzya said, “another element of destabilization is the obsessive desire of Western countries to supplant Dayton with the Euro-Atlantic integration and to usher the country into NATO contrary to the desire of its peoples.”

Also addressing the Council, Željko Komšić, Chairman of the Presidency of Bosnia and Herzegovina, said that the Dayton Peace Agreement itself “has become a tool for geopolitical contest between different players on the geopolitical scene.”

For his part, Serbian Ambassador Nemanja Stevanovic, reiterated that his country is fully committed to collateral dialogue and cooperation. He said, “we will continue to be a reliable partner and advancing out mutual interest.”

He added, “at the same time, Serbia remains devoted to transparent development of its relations with Republika Srpska, in lines with Dayton Peace Agreement, we also strive to enhance cooperation with Federation of Bosnia and Herzegovina.”

After the meeting, speaking outside the Council, Pascale Baeriswyl, Permanent Representative to of Switzerland the United Nations, said, “What we achieved today is an important objective.”

She added, “This mission, EUFOR-Althea, is making a significant contribution to peacekeeping in Bosnia and Herzegovina and is playing a key role in stabilizing the whole region.”
