“BINUH continues to be a positive force in Haiti. It continues to support the Haitian National Police and address gang violence that has plagued the Haitian people. This resolution encourages Member States to provide security support to the Haitian National Police through deployment of a specialized force acknowledging Haiti’s repeated calls for help from the international community.”

“The context in Haiti hasn't changed, the daily lives or patients remain marked by kidnappings, gang violence, and increase in humanitarian needs in all departments of the country. According to investigations by human rights organizations, violence has claimed the lives of no less than 563 people in the area of Port-au-Prince. In the first half of 2023, more than 260 people were abducted from their homes or from public places. Today in Haiti all eyes are fixed on this important Security Council meeting.”

STORYLINE:

The Security Council unanimously voted to renew the mandate of the UN Integrated Office in Haiti (BINUH) for one year, until 15 July 2024.

After the vote on Friday (14 July), Linda Thomas-Greenfield, the Permanent Representative from the United States, said, “BINUH continues to be a positive force in Haiti. It continues to support the Haitian National Police and address gang violence that has plagued the Haitian people.”

According to the US ambassador, “This resolution encourages Member States to provide security support to the Haitian National Police through deployment of a specialized force acknowledging Haiti’s repeated calls for help from the international community.”

Speaking on behalf of A-3 (Ghana, Mozambique and Gabon), Harold Agyeman, Ghana’s Permanent Representative to the United Nations, stated, “While the resolution may not have responded fully to all the immediate needs of the Haitian people, it sets the right direction for all stakeholders to reach an agreement towards a democratic political process.”

Haitian Ambassador Antonio Rodrigue also spoke at the Council. He said, “The context in Haiti hasn't changed, the daily lives or patients remain marked by kidnappings, gang violence, and increase in humanitarian needs in all departments of the country.”

He continued, “According to investigations by human rights organizations, violence has claimed the lives of no less than 563 people in the area of Port-au-Prince.”

He also noted, “Today in Haiti all eyes are fixed on this important Security Council meeting.”

BINUH is a special political mission established by the Security Council in its resolution 2476 of 25 June 2019 and deployed under chapter VI of the United Nations Charter.
