The Secretary-General said, “explosive weapons continue to wreak havoc, especially in the cities” and noted that “last year, 94 per cent of their victims in populated areas were civilians.”

The President of the International Committee of the Red Cross (ICRC), Mirjana Spoljaric Egger, told the Council that “the protection of civilians is a precondition of stability, peace and recovery” and called on States to “protect civilians and critical infrastructure in urban areas.”

Switzerland, which holds the presidency of the Council during the month of May, convened today’s debate as a ministerial-level signature event. The debate focused on the intertwined challenges of conflict-induced food insecurity and the protection of critical civilian infrastructure and essential services in conflict.
