8. SOUNDBITE (English) Martin Griffiths, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator:
“Food exported under the Black Sea Initiative – and food and fertilizer exports from the Russian Federation – continue to make a crucial contribution to food security at the global level. More than 30 million metric tons of cargo have now been safely exported from Ukrainian ports under the Initiative, of which over 55 percent to developing countries and close to 6 per cent has gone directly to Least Developed Countries. Of these 30 million metric tons just under 600,000 metric tons of wheat transported by the World Food Programme, in direct support of humanitarian operations in Afghanistan, Ethiopia, Kenya, Somalia and Yemen, places we often discuss in this chamber.”
9. Med shot, Griffiths on personal screens
10. SOUNDBITE (English) Martin Griffiths, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator:
“For the reasons I have set out, continuation of the Black Sea Initiative is critical, as is recommitment by the parties to its smooth and efficient operation. We call on all parties to meet their responsibilities as the world watches this very closely.”
Med shot, Nebenzya and other delegates
9. SOUNDBITE (Russian) Vasily Nebenzya, Permanent Representative to the United Nations, Russia:
“Responsibility for these crimes belongs not only with the Kyiv regime but also with those who supply the regime with weapons. Furthermore, every day, we think that the level of pumping Ukraine with weaponry has reached its limits. We receive new and new information about new heavy and sophisticated weapons from the West.”
10. Med shot, Nebenzya and other delegates
11. SOUNDBITE (Russian) Vasily Nebenzya, Permanent Representative to the United Nations, Russia:
“As of the 4 May, 40 percent of all, production or use from the sea humanitarian corridor went into counties of the European Union, the share of the poorest country is less than 3 percent. For almost a year, Ukraine’s reserves are being depleted by the well-fed West.”
12. Med shot, Woodward and other delegates
13. SOUNDBITE (English) Barbara Woodward, Permanent Representative of the United Kingdom to the United Nations:
“The UK is appalled by reports of recent Russian attacks on the Ukrainian Red Cross warehouses in Odessa, and on mobile hospital in Mykolaiv. There is no excuse for attacking the most vulnerable or the brave humanitarian workers who are supporting them.”

STORYLINE:

Briefing Council members today (15 May) by videoconference, the Under Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Martin Griffiths, noted that the humanitarian operating environment in Ukraine remains complex and dangerous.

The UN top humanitarian official said, “Only last week in Kherson, I visited some months back, residential buildings, only last week, a school, an outpatient hospital, and an elderly care facility were reportedly damaged, leaving scores of civilians needing shelter and healthcare.”

Griffiths continued, “And missile strikes in Odesa hit a humanitarian storage warehouse. A Ukrainian Red Cross mobile hospital in Mykolaiv was also hit. Humanitarian supplies and vital medical equipment were destroyed.”

He stressed, “More is needed to take our efforts to scale. The biggest challenge remains the impediments to reaching all areas in Donetsk, Luhansk, Kherson and Zaporizhzhia currently under the military control of the Russian Federation.”

Griffiths explained, “Despite 14 months of notifying the parties of our intentions through this system, we have not been able to deliver assistance to communities along the front line in areas under the military control of the Russian Federation, not once.”

Griffiths said that continuation of the Black Sea Grain Initiative (BSGI), which is set to expire on 18 May, is “critical, as is recommitment by the parties to its smooth and efficient operation.”

The UN humanitarian chief called on all parties to meet their responsibilities as “the world watches this very closely.”

Russian Ambassador Vasily Nebenzya denied accusations and said, “Responsibility for these crimes belongs not only the Ukrainian regime but also with those who supply the regime with weapons. Furthermore, every day, we think that the level of pumping Ukraine with weaponry has reached its limits. We receive new and new information about.”

Commenting the Black Sea Grain Initiative, he said, “As of the May 4, 40 percent of all, production or use from the sea humanitarian corridor went into counties of the European Union, the share of the poorest country is less than 3 percent. For almost a year, Ukraine’s reserves are being depleted by the well-fed West.”

Barbara Woodward, the Permanent Representative of the United Kingdom, said that the UK is “appalled by reports of recent Russian attacks on the Ukrainian Red Cross warehouses in Odessa”, and on mobile hospital in Mykolaiv.

She said, “There is no excuse for attacking the most vulnerable or the brave humanitarian workers who are supporting them.”

For his part, Ukraine’s Ambassador Sergiy Kyslytsya told the Council that attacks have damaged 3185 educational institutions, of which 330 were destroyed.

According to him, 1412 healthcare objects and 577 health care facilities have been damaged, of which 258 facilities were destroyed. According to UNICEF, country team report, education for an estimated 5.7 million children has been disrupted.

Kyslytsya also said that it's only “the Russia’s troops that must be evacuated from the territory of Ukraine”. “As soon as this happens the atrocities of war will be over,” he concluded.
