“It is an appalling thing. Two out of three Afghans depend on humanitarian aid. And the UN could not and should not have to depend on being able to deliver aid effectively without women. And more importantly, I think it shows us again, that the Taliban is placing medieval misogyny above humanitarian need in Afghanistan.”

5. SOUNDBITE (English) Barbara Woodward, Permanent Representative of the United Kingdom to the United Nations:
“In the 18 months since the Taliban took Kabul, we have seen a sustained campaign to take women out of life in Afghanistan. You've mentioned the primary schools, universities being able to walk into parks participated in NGO delivery, and these rather egregious examples of humanitarian aid, healthcare, for example, being delivered to men that to pass on to women. So the council will continue to try and get a clearer picture of events to get through the UNAMA and the SRSG as well, but we do need to keep the pressure on the Taliban to prevent them excluding half of Afghanistan's population from life, not just public life, but from life altogether.”

7. SOUNDBITE (English) Barbara Woodward, Permanent Representative of the United Kingdom to the United Nations:
“I think it would be very hard to recognize the Taliban as a government over the whole of Afghanistan. They're excluding women from society in general. And that's not an acceptable first steppingstone for recognition. But I know that recognition is important to Taliban. And when we have the meeting later this month or the special envoys, we hope to find a way through so that we can talk to the Taliban about ways in which steps they would need to take in order to move towards recognition, but we have to do get humanitarian aid in, we have to get women playing a role in society again to help that.”

9. SOUNDBITE (English) Barbara Woodward, Permanent Representative of the United Kingdom to the United Nations:
“We have already cut our funding to Afghanistan, but we are very caught because as I said two out of three people in Afghanistan are desperately dependent on humanitarian aid. So we are trying to fulfill that need working with partners, the same time as making sure that we do not give anything that would give the Taliban reason to think that they can carry on in this medieval way.”

UK Ambassador Barbara Woodward told reporters, “It is an appalling thing. Two out of three Afghans depend on humanitarian aid. And the UN could not and should not have to depend on being able to deliver aid effectively without women,” adding that “the Taliban is placing medieval misogyny above humanitarian need in Afghanistan.”

Ambassador Woodward spoke to reporters today (06 Apr) before a Security Council closed-door meeting on Afghanistan.

She said, “In the 18 months since the Taliban took Kabul, we have seen a sustained campaign to take women out of life in Afghanistan.”

The UN Ambassador also said, “the Council will continue to try and get a clearer picture of events to get through the UNAMA and the SRSG as well, but we do need to keep the pressure on the Taliban to prevent them excluding half of Afghanistan's population from life, not just public life, but from life altogether.”

Asked about the recognition of the Taliban, Ambassador Woodward said, “I think it would be very hard to recognize the Taliban as a government over the whole of Afghanistan.”

She continued, “They're excluding women from society in general. And that's not an acceptable first steppingstone for recognition. But I know that recognition is important to Taliban.”

The UK Ambassador added, “when we have the meeting later this month or the special envoys, we hope to find a way through so that we can talk to the Taliban about ways in which steps they would need to take in order to move towards recognition, but we have to do get humanitarian aid in, we have to get women playing a role in society again to help that.”

Asked about funding to Afghanistan, she said, “We have already cut our funding to Afghanistan, but we are very caught because as I said two out of three people in Afghanistan are desperately dependent on humanitarian aid.”

Ambassador Woodward continued, “we are trying to fulfill that need working with partners, the same time as making sure that we do not give anything that would give the Taliban reason to think that they can carry on in this medieval way.”
