“Over five years since Iraq declared victory over Daesh, the fight against terrorism remains a collective priority in Iraq and in the world. We must focus on prevention, to address the economic and social conditions that can lead to terrorism in the first place. We must prioritize inclusion, to ensure counter-terrorism strategies reflect a wide array of voices, communities, and constituencies — including minorities, women, and young people. And throughout, we must place human rights and the rule of law at the core.”

STORYLINE:

UN Secretary-General António Guterres underscored “the United Nations’ abiding commitment to support the Iraqis in advancing peace, sustainable development and human rights for all the people of Iraq.”

Speaking at a press conference in Baghdad today (1 Mar), Guterres said that when he visited Iraq six years ago, the war against Da’esh was still raging and that his visit was one of solidarity in a moment of urgency. Today, it is a visit of hope for the future of Iraq, he said, adding that with a new government in place, there is a window of opportunity for progress.

Guterres also said that he was “particularly encouraged by the increased participation of women as candidates in recent elections – reflected in the historic number of women elected to the Council of Representatives. We all look forward to seeing more women across all spheres of decision-making.”

The Secretary-General also commended the government of Iraq for “its efforts to repatriate its citizens from northeast Syria, in particular from the Al-Hol camp, where so many Iraqis, Syrians, and third-country nationals – mainly women and children – remain stranded in desperate conditions.”

He reiterated, “Iraq’s efforts are an example for the world. We must keep working for dignified solutions anchored in the principles of reintegration and accountability. Continued engagement on the repatriation and sustainable reintegration of Iraqi nationals from the Al-Hol camp remains essential.”

Guterres also reiterated the calls of his Special Representative for “the swift and full implementation of the Sinjar Agreement.”

He continued, “Stable security structures and a unified administration are essential. We owe it to the Yezidi people of Sinjar to improve the security situation on the ground, ensure good governance, and promote the voluntary, dignified return of the displaced to their homes.”

Guterres expressed his full solidarity with the Yezidi people who have suffered immensely.

The UN chief also said, “Inclusive political and electoral processes are a guarantor of stability and progress,” adding that he looks forward to the conduct of the delayed Kurdistan Regional parliamentary elections as well as the planned Provincial Council elections across Iraq.

He said, “The United Nations stands ready to support Iraq’s electoral institutions, in line with UNAMI’s technical assistance mandate.”

Earlier today, Guterres met with various high-level officials including the President Abdullatif Rashid, the Prime Minister Mohammed Shia’ Al Sudani, and the Foreign Minister Fuad Hussein, among others. In a joint press encounter with the Prime Minister, Al Sudani, the Secretary-General reiterated that his visit to Iraq was to underscore the commitment of the United Nations to advance peace, human rights, and sustainable development for all Iraqis.

We recognize that the challenges Iraq is facing did not arise overnight, he said, they are the product of decades of oppression, of war, of terrorism, of sectarianism and foreign interference, adding that no one can expect these challenges to be resolved overnight.

Guterres also heard from representatives of women’s groups and youth groups, who voiced their views on the need for increased participation of women and youth in the country's civic spaces and also air their various concerns, including on youth unemployment and climate change.

Tomorrow, the Secretary-General will be going to a camp for displaced people in the northern part of the country. He is expected to meet with residents and to have a first-hand look at the work that UN agencies are doing there.
