STORYLINE:
Josep Borrell Fontelles, High Representative of the European Union (EU) for Foreign Affairs and Security Policy, said that the United Nations and the multilateral system are “under threat as they have never been before.”

Briefing the Security Council Briefing today (23 Feb) on the Cooperation between the United Nations and regional and subregional organizations (EU), Borrell Fontelles stated, “If the problems are mounting and the capacity to solve them is decreasing, certainly we are facing to a bigger crisis, and we cannot afford it.”

He also said, “The proposal of the Secretary-General in ‘Our Common Agenda’ has the potential to deliver the reforms that the world needs at the Summit of the Future. But this will only happen only if we, all of us, invest in revitalizing the multilateral system.”

He continued, “It will not just happen by itself, sitting in our position and expecting others to do the job. Nor will it happen if countries stick to narrow, nationalist agendas. The European Union is trying to do its part; we do our part. We have always been a strong supporter, investing in the United Nations, both politically and financially.”

According to Borrell Fontelles, the EU and its Member States are the largest collective contributor to the UN budget.

He said that the 2023 Sustainable Development Goals (SDGs) Summit will be a crucial moment to accelerate the implementation of the 2030 Agenda.

On Ukraine, Borrell Fontelles said that jointly with EU member states, the EU has increased financial contributions to handle the fallout of the war.

As a sign of our commitment, he also said the EU will submit its Voluntary Review of the SDGs in July at the High-Level Political Forum.

He also said that the climate crisis is an example of where effective multilateral action is needed.

Specifically, about the EU and UN cooperation on peace and security, he said that all EU crisis management operations work with the UN as their partner.

He then stressed that the EU would remain fully engaged in all crises around the world, financially and politically.

Addressing reporters after the Security Council meeting, the EU High Representative for Foreign Affairs said, “Beyond the Ukrainian war, we remain committed to many crises, many people around the world doing our best in order to improve the peace and security situation.”

He also stated, “In a world where the illegal use of force - by a permanent member of the Security Council, by the way – is normalized, there is no hope for the progress of justice, freedom.”

On Afghanistan, Borrell Fontelles said, “we will not tolerate the gender apartheid that the Taliban regime is installing.”

At the same time, he specified, there is the need to avoid punishing Afghan women twice by stopping assistance where it still could be delivered, in full respect of key principles and values.
