The coordinator of the Investigation and Identification Team (IIT) created to identify perpetrators of chemical attacks in Syria told the Security Council that “the use of chemical weapons in the Syrian Arab Republic is solely of the responsibility of the Armed Forces of the Syrian Arab Republic.”
Speaking in New York on Tuesday (07 Feb), the coordinator, Santiago Oñate-Laborde, briefed the Member States on the main conclusions of a report published at the end of January.
The report investigated an April 7, 2018, attack on the outskirts of Damascus that was part of a military offensive that returned the area to the control of forces under Syrian President Bashar al-Assad.
The findings are based on technical analysis of 70 biological and environmental samples, satellite imagery, 66 witness interviews and ballistic and munitions testing, the Organisation for the Prohibition of Chemical Weapons (OPCW) said.
Also briefing the Council, Fernando Arias, Director-General of the OPCW, said that the “IIT [Investigation and Identification Team] concluded that there are reasonable grounds to believe that on the 7th of April 2018, between 19:10 and 19:40, local time, at least one helicopter of the Syrian Arab Air Force, departing from Dumair Air Base, and operating under the control of the Tiger Forces, dropped two yellow cylinders, which hit two civilian buildings in a civilian populated area.”

After the meeting, a group of ambassadors from Albanian, Ecuador, France, Japan, Malta, Switzerland, United Kingdom, and the United States issued a joint statement.
Speaking for the group, Ishikane Kimihiro, the Permanent Representative of Japan, said that “this report should be a further step towards accountability and justice for victims of these attacks.”

In a press briefing held together with the Syrian ambassador, the Permanent Representative of Russia, Vasily Nebenzya, said that the attack is a “hoax that was staged with the willing help of the OPCW Technical Secretariat and personally with the help of the Director-General.”
