4. SOUNDBITE (English) Rafael Grossi, Director-General, International Atomic Energy Agency (IAEA):
“Well, today is a very important day for the for the IAEA. It is a very important day for Ukraine and for Chornobyl. We have just initiated the permanent mission of the Agency here at this important facility. As you have just seen, we raised the flag of the IAEA, and we are starting a very comprehensive program of assistance in the safety and the security of the installation. So, we were also getting an update of the situation here at the facility and we are preparing to move into the next phase. I believe, and I said, it is very important to see that Chornobyl after one year after the occupation of the plant is back on track. The post occupation phase has been successful. Most of the functional activities are restored, more or less back to normal, and now we are moving into the next phase. So, indeed, it is a very important moment. But we have a lot of work ahead of us.”

6. SOUNDBITE (English) Rafael Grossi, Director-General, International Atomic Energy Agency (IAEA):
"We certainly hope that there will not be any further occupation or attack on the plant. My efforts are aimed at avoiding that and by having a permanent presence of the IAEA we are taking a very concrete step in that direction. Having our people here is a very good way to inform the international community about any development and take the necessary actions to prevent that. This will happen and we certainly believe that this is not going to be the case.”
7. Tracking shot, Grossi and officials walking
8. SOUNDBITE (English) Rafael Grossi, Director-General, International Atomic Energy Agency (IAEA):
“In a few hours, I am going to be seeing the Prime Minister and perhaps the President and we are going to be discussing this. I am personally optimistic. We know that it is not an easy thing to do, but it's very necessary we need to protect that facility which is still in a very fragile and precarious situation. So, we hope to establish the zone very, very soon.”

STORYLINE:

The International Atomic Energy Agency (IAEA) Chief Rafael Grossi today (18 Jan) inaugurated the IAEA Support and Assistance Mission in Chornobyl (ISAMICH), site of the 1986 accident in northern Ukraine.

Speaking to reporters at the site, Grossi said, “today is a very important day for the for the IAEA. It is a very important day for Ukraine and for Chornobyl” and added that the Agency is “starting a very comprehensive program of assistance in the safety and the security of the installation.”

The IAEA Director-General said, “it is very important to see that Chornobyl after one year after the occupation of the plant is back on track. The post occupation phase has been successful. Most of the functional activities are restored, more or less back to normal, and now we are moving into the next phase. So, indeed, it is a very important moment. But we have a lot of work ahead of us.”

Grossi expressed hope that "there will not be any further occupation or attack on the plant” and said, “my efforts are aimed at avoiding that and by having a permanent presence of the IAEA we are taking a very concrete step in that direction. Having our people here is a very good way to inform the international community about any development and take the necessary actions to prevent that.”

Grossi will also meet senior Ukrainian government officials in Kyiv on his proposal to set up a nuclear safety and security protection zone around Zaporizhzhya (ZNPP), where the IAEA has been present for more than four months.

He said, “in a few hours, I am going to be seeing the Prime Minister and perhaps the President and we are going to be discussing this. I am personally optimistic. We know that it is not an easy thing to do, but it's very necessary we need to protect that facility which is still in a very fragile and precarious situation. So, we hope to establish the zone very, very soon.”

Teams of nuclear safety and security experts from the International Atomic Energy Agency (IAEA) are being stationed at Ukraine’s nuclear power plants (NPPs) and the Chornobyl site this week. Their planned long-term presence at the facilities marks a major expansion in the IAEA’s efforts to help reduce the risk of a severe nuclear accident during the ongoing conflict in the country.

With IAEA teams permanently present at all of Ukraine’s NPPs and the Chornobyl site, the Agency will have around 11-12 staff simultaneously on the ground in the country, an unprecedented undertaking by the organization.
