Myanmar offers its deep gratitude to the United Kingdom for its leadership in the process of drafting and adopting the Resolution and to all others who support the Resolution. The National Unity Government supports the Resolutions and accordingly urges the Member States and all relevant stakeholders to timely implement the Resolution as taking is a step towards restoration of democracy in Myanmar.

“The Resolution demonstrates the Security Council's progress in taking action on the serious crisis in Myanmar, and the hunted threats to international peace and security stability. Despite the positive elements contained in the Resolution and the challenges to adoption, we would have liked to see a stronger text. We are clear this is only a first step. As such, the National Unity Government calls on the UNSC building on this Resolution to take further and stronger action to ensure the swift end of the military juntas and its crimes. The Security Council's work only begins with this Resolution. It should remain more regularly sees of the matter as a priority. Decisive action by the Security Council is needed to save lives of the people in Myanmar and prevent further destabilization of the region.”

STORYLINE:

With 12 votes in favor and 3 abstentions, the UN Security Council adopted a Resolution on Myanmar for the first time since the military unleashed a brutal crackdown on the people of Myanmar nearly two years ago.

Speaking to the Council after the vote today (21 Dec) in New York, UK Ambassador Barbara Woodward, whose country is the penholder of the resolution, said, “with this adoption, the Council has responded to the calls of ASEAN Leaders for UN support for their efforts.”

She added, “the resolution calls for the cessation of violence; immediate and concrete implementation of ASEAN’s Five Point Consensus; respect for the democratic will of the people of Myanmar; respect for human rights, and accountability for those who violate them; full and unhindered humanitarian access to those in need; and the immediate release of all those arbitrarily detained, including Aung San Suu Kyi and President Win Myint.”

Ambassador Woodward also said, “today we have sent a firm message to the military, that they should be in no doubt: we expect this resolution to be implemented, in full.”

She reiterated, “we have also sent a clear message to the people of Myanmar, that we seek progress in line with their rights, their wishes and their interests.”

China, India and Russia abstained from the vote.

Chinese Ambassador Zhang Jun said, “the international community should adhere to the right direction of promoting peace talks, and on the premise of respecting Myanmar's sovereignty, political independence, territorial integrity and unity, and to play a constructive role in advancing rational dialogues and bridging differences among all parties in Myanmar.”

After the Council’s meeting, Kyaw Moe Tun, Permanent Representative of Myanmar to the UN spoke to reporters.

He said, “the Republic of the Union of Myanmar, as represented by the National Unity Government welcomes the adoption of the UNSC Resolution on the situation in Myanmar.”

Ambassador Tun added, “Myanmar offers its deep gratitude to the United Kingdom for its leadership in the process of drafting and adopting the Resolution and to all others who support the Resolution.”

He urged the Member States and all relevant stakeholders to “timely implement the Resolution as taking is a step towards restoration of democracy in Myanmar.”

Ambassador Tun also said, “the Resolution demonstrates the Security Council's progress in taking action on the serious crisis in Myanmar, and the hunted threats to international peace and security stability.”

Despite the positive elements contained in the Resolution and the challenges to adoption, Ambassador Tun said that they would have liked to see a “stronger text.”

He explained, “we are clear this is only a first step.”

Ambassador Tun called on the Security Council to “build on this Resolution to take further and stronger action to ensure the swift end of the military juntas and its crimes.”

He added, “the Security Council's work only begins with this Resolution. It should remain more regularly sees of the matter as a priority.”

Ambassador Tun reiterated, “decisive action by the Security Council is needed to save lives of the people in Myanmar and prevent further destabilization of the region.”
