“The Security Council will adopt today two resolutions on the Democratic Republic of the Congo presented by France. The first resolution will renew MONUSCO’s mandate for one year to continue to support peace and stability in the country. The mission will focus its robust mandate on the protection of civilians, on the support for disarmament and reintegration of armed groups, and security sector reform. MONUSCO will also be able to provide support for the general election in December 2023. It will continue its task of monitoring the situation of human rights, supporting the judicial system, and the fight against impunity.”

“The second resolution, also presented by France, lifts the notification requirements for supplies of military equipment and assistance. France heard the request of the DRC authorities to support capacity building and the reform of the Congolese armed forces. However, the arms embargo will continue to apply for the armed groups active in the DRC. France will continue to support the Democratic Republic of Congo on the road to peace. Objectives are very clear, promotion of stability and dialogue, defence of the sovereignty and territorial integrity and the countries of the Great Lakes.”

The Security Council today (20 Dec) unanimously adopted two resolutions: one renewing the mandate of the UN Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) for one year, and another lifting the notification requirement under the arms embargo.

Speaking to reporters outside the Council before the vote, French Ambassador Nathalie Estival-Broadhurst said MONUSCO “will focus its robust mandate on the protection of civilians, on the support for disarmament and reintegration of armed groups, and security sector reform,” and will also “be able to provide support for the general election in December 2023. It will continue its task of monitoring the situation of human rights, supporting the judicial system, and the fight against impunity.”

The second resolution, Estival-Broadhurst said, “lifts the notification requirements for supplies of military equipment and assistance.”

France, she said, “heard the request of the DRC authorities to support capacity building and the reform of the Congolese armed forces and noted that “the arms embargo will continue to apply for the armed groups active in the DRC.”

The Ambassador said, “France will continue to support the Democratic Republic of Congo on the road to peace. Objectives are very clear, promotion of stability and dialogue, defence of the sovereignty and territorial integrity and the countries of the Great Lakes.”

The resolution lifts the notification requirement imposed by resolution 1807 of 31 March 2008, which required the Congolese government to give advance notification to the 1533 DRC Sanctions Committee of any shipment of arms and related material, or any provision of assistance, advice or training related to military activities in the DRC.
