UN top officials urged all parties to protect the Black Sea Grain Initiative, highlighting the importance of the deal for food security around the world.
The appeal happened during a Security Council meeting requested by Russia on Monday (31 Oct), after the country announced it was temporarily suspending activities in the implementation of the initiative.
Briefing Council Members, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Martin Griffiths, said “Ukraine’s grain exports are not a food aid operation.”
According to Griffiths, these exports “operate as a huge lever on price, with positive ripple effects throughout the world.”
The Under-Secretary-General also said that “new security allegations are a cause of grave concern to the Secretary-General and many member states worried that the deal is in trouble.”
He said that “it would indeed be a grave abuse of the Black Sea Grain Initiative if it were used in any way for military operational advantage” and that “the United Nations has the solemn privilege of assisting the Parties to implement this unique arrangement.”

Griffiths concluded asking Member States to “keep this initiative in action” and resolve differences “with all speed” because “this initiative is too important to fail.”
Rebeca Grynspan, the Secretary-General of the UN Conference on Trade and Development (UNCTAD), also briefed the Council, noting that “the FAO Food Price Index has declined for six months in a row by about 16 percent”.

Vasily Nebenzya said that “everyone sees clearly now that the Ukrainian side considers the Black Sea humanitarian corridor for military and sabotage purposes.”
Given this, the ambassador continued, “the Russian side cannot guarantee the safety of civilian vessels participating in the Black Sea initiative” and is “compelled to suspend the implementation of this initiative on the 29th of October for an unspecified period of time.”
Speaking for the United States, the Senior Advisor for UN Security Council Affairs, Jeffrey DeLaurentis, said Russia's announcement “is deeply concerning and fundamentally irresponsible.”
DeLaurentis urged Russia “to keep this essential lifesaving arrangement functioning and allow food exports to move to the world market to reach countries that need it most.”
Sergiy Kyslytsya, the Permanent Representative of Ukraine, said his country was “outraged but not surprised” over the decision.
Kyslytsya also said “this announcement did not come all of a sudden, as Russia has never given up on aggravating the food crisis as a tool to pressure and blackmail the world” and the international community had “already heard Russian threats to quit the initiative.”
