The Director and Deputy to the High Representative for Disarmament Affairs, Thomas Markram, told the Security Council that the United Nations is still not aware of any biological weapons programmes in Ukraine.
On a meeting requested by Russia on Friday (13 May), Markram said he was “aware that the Russian Federation has submitted new information regarding allegations of biological weapons programmes in Ukraine”, but added that the situation had not changed for the UN.
“I would like to note that the United Nations currently has neither the mandate nor the technical or operational capacity to investigate this information,” Markram said.
The director added that “the United Nations Office for Disarmament Affairs stands ready to support any procedures under the Biological Weapons Convention that States Parties may decide to use.”
Vasily Nebenzya, the Russian Permanent Representative to the United Nations, said his country continues to “receive very worrying documentary evidence of the fact that the Ministry of Defense of the United States is directly involved in carrying out in the country dangerous biological projects that look like a secret military biological program.”
According to Nebenzia, these activities “are being carried out in the centre of Eastern Europe and in the West of western borders of Russia” and represent “a real threat to the biosecurity of our country, the region and, given the cross-border nature of these bio-threats, to the whole world.”
Speaking for the United States, Deputy Representative Richard M. Mills, Jr. said that Russia was once again using the Security Council “as a platform to spout disinformation and conspiracy theories about Ukraine, even as Russia continues its brutal and inhumane assault on the Ukrainian people.”
