The President of the Human Rights Council, Federico Villegas, said the General Assembly sent "a powerful message" when it voted earlier in April to suspend Russia from the Council over the war in Ukraine.

In an interview at UN Headquarters on Tuesday (20 Apr), Villegas noted that the Resolution that created the Council has a clause allowing countries to be suspended over “gross and systematic violations of Human Rights”.

"And the only precedent we had, was Libya of course, but the message is that: you cannot be a member of the Council and at the same time commit violations of territorial integrity that end up with these atrocities in the field, in another member of the Council because Ukraine also was a member of the Council, so the message is: we have to oblige by the rules, follow the rules," Villegas said.

About the attention the conflict in Ukraine is getting over others all over the world, the diplomat from Argentina said it was "unfortunately understandable."

"But I am sure that the lessons learned will have a good impact in other cases because the important thing is for all actor is to be involved in the wider picture of suffering all over the world and not only in Europe. But I understand why we are focused on Europe for the simple reason that Europe has been the continent where the worst wars and worst atrocities were committed over centuries," he added.

Speaking about his priorities for the Council, the new President noted that "there are many ways to repair violations of human rights", but one prevails over the others.

"There are memory exercises, truth exercises, economic reparations, we all know that. But the truth is that the true reparation is justice. It's the only thing that can make up for the loss of life or the committed atrocities," Villegas said.

The President also stressed the role of the Human Rights Council as a place where "different cultures, different values, different forms of social and political organization" can meet and discuss.

"There is a tension between economic, social, cultural, and civil and political rights. There are new concepts on the subject of the right to development. There are very sensitive issues that address issues that many countries do not agree with. But it is the only platform we have to talk about these issues," Villegas said.
