3. SOUNDBITE (English) Tor Wennesland, Special Coordinator for the Middle East Peace Process:
“Without a realistic prospect of an end to the occupation and the realization of a two-State solution based on UN resolutions, international law and previous agreements, it is only a matter of time before we face an irreversible, dangerous collapse and widespread instability.”
4. Wide shot, Council
5. SOUNDBITE (English) Tor Wennesland, Special Coordinator for the Middle East Peace Process:
“I welcome the ongoing high-level engagement between Israeli and Palestinian officials and the recent steps announced. I urge both sides to continue and expand this engagement to encompass underlying political issues. Following the designation by Israel of six Palestinian NGOs as terrorist organizations, the United Nations continues to engage with all relevant parties to receive more information about the allegations and their implications.”
6. Wide shot, Council
7. SOUNDBITE (English) Riad Al-Malki, Minister for Foreign Affairs and Expatriates, State of Palestine:
“The Palestinian people will survive, but the two-state solution may not. What happens then? Well, you accept this apartheid in the 21st century, or will you convert to advocates of the one-state solution of freedom and equal rights for all between the river and the sea. These would be the only options available then.”
8. Wide shot, Council
9. SOUNDBITE (English) Riad Al-Malki, Minister for Foreign Affairs and Expatriates, State of Palestine:
“Israel wants UN resolutions to conform with the illegal reality it has created on the ground, while the Council should ensure that the reality on the ground conforms to its resolutions. Israel representatives proclaim their outrage that the Security Council is getting involved in the conflict, while the Council should be outraged by Israel’s dismissive attitude and persistent violations.”
10. Med shot, Director of EcoPeace Middle East, Nada Majdalani
11. SOUNDBITE (English) Gilad Erdan, Permanent Representative to the United Nations, Israel:
“We heard from the Palestinian Foreign Minister. We heard all the regurgitated accusations and baseless claims. But as he stands here and point the finger at Israel, what the Minister conveniently ignores, is that the last month, just one month, more than 200 terror attacks have been carried out by Palestinians against Israeli citizens.”
12. Wide shot, Council
13. SOUNDBITE (English) Gilad Erdan, Permanent Representative to the United Nations, Israel:
“Terror attacks with rocks, not little stones, but rocks, like this, that are thrown at Israelis in their cars and on buses. They are thrown at Israeli men and women, at Israeli babies and children every single day.”
14. Wide shot, Council
15. Wide shot, ambassadors walk up to podium
16. SOUNDBITE (English) Geraldine Byrne Nason, Permanent Representative to the United Nations, Ireland:
“We are deeply troubled by the evictions and demolitions which took place in the Sheikh Jarrah neighbourhood of East Jerusalem last night. We recall Israel’s obligations as an occupying power under international humanitarian law. These actions undermine prospects for peace and risk increasing violence. We reiterate our calls upon the government of Israel to halt settlement construction in the West Bank and East Jerusalem.”

The United Nation’s Middle East envoy, Tor Wennesland, today (19 Jan) told the Security Council that without a “realistic prospect” of an end to Israeli occupation and the realization of a two-State solution, “it is only a matter of time before we face an irreversible, dangerous collapse and widespread instability.”
Addressing a ministerial level meeting of the Council, Wennesland welcomed ongoing high-level engagement between Israeli and Palestinian officials and urged both sides “to continue and expand this engagement to encompass underlying political issues.”
Following a meeting between Palestinian President Mahmoud Abbas and Israeli Defence Minister Benny Gantz in late December, Israel announced several measures including updating the registration of some 9,500 Palestinians in the West Bank and Gaza.
Israel will also provide 100 million Shekels, or roughly $32 million, as an advance against tax revenues that it collects on the PA’s behalf. Additional entry permits for Palestinian officials and businesspeople will also be issued.
The Middle East envoy told the Council that “following the designation by Israel of six Palestinian NGOs as terrorist organizations, the United Nations continues to engage with all relevant parties to receive more information about the allegations and their implications.”
In his address to the Council, Palestinian Foreign Minister Riad Al-Malki said, “the Palestinian people will survive, but the two-state solution may not. What happens then? Well, you accept this apartheid in the 21st century, or will you convert to advocates of the one-state solution of freedom and equal rights for all between the river and the sea. Israel representatives proclaim their outrage that the Security Council is getting involved in the conflict, while the Council should be outraged by Israel’s dismissive attitude and persistent violations.”
Israeli Ambassador Gilad Erdan said that while the Palestinian Foreign Minister “stands here and point the finger at Israel, what the Minister conveniently ignores, is that the last month, just one month, more than 200 terror attacks have been carried out by Palestinians against Israeli citizens.”
Showing Council members a brick-sized rock, Erdan said, “terror attacks with rocks, not little stones, but rocks, like this, that are thrown at Israelis in their cars and on buses. They are thrown at Israeli men and women, at Israeli babies and children every single day.”
Speaking to reporters outside the Council on behalf of the European Union members of the Council, plus Estonia, Irish Ambassador Geraldine Byrne Nason said, “we are deeply troubled by the evictions and demolitions which took place in the Sheikh Jarrah neighbourhood of East Jerusalem last night. We recall Israel’s obligations as an occupying power under international humanitarian law. These actions undermine prospects for peace and risk increasing violence. We reiterate our calls upon the government of Israel to halt settlement construction in the West Bank and East Jerusalem.”
According to news reports, on Wednesday Israeli police evicted two Palestinian families from their homes in Sheikh Jarrah and detained several family members.
