Speaking at a virtual ceremonial handover of the Chairmanship of the Group of 77 today (14 Jan), Guterres commended Guinea for its leadership throughout 2021 and congratulated Pakistan as it assumes the Chairmanship for 2022.

Reiterating the work of the Group of 77 and China is pivotal, Guterres said that the challenges the world faces today are felt most acutely in the countries that the Group represents, and actions are needed on multiple fronts.

First is tackling the pandemic guided by fairness and equity, the UN chief pointed out.

Guterres noted that last fall, the World Health Organization unveiled a strategy to vaccinate 40 per cent of people in all countries by the end of last year, and 70 per cent by the middle of this year. However, the world is nowhere near these targets.

The Secretary-General highlighted, “we need all countries and all manufacturers to prioritize vaccine supply to COVAX and to the developing world and to support the local production around the world of tests, vaccines, treatments by countries that have the capacity to do so but need the adequate support and the legal instruments in relation to licenses.”

He continued, “throughout, we need to speak out against restrictions that penalize developing countries — we need no more what I called ‘travel apartheid.’”

“We need to prepare for the next pandemic with bold investments in health surveillance and response systems in every country,” Guterres also said.

Secondly, the developing countries need a global financial system that works for them, the UN chief said.

Guterres explained, “to emerge from the pandemic and rescue the Sustainable Development Goals, governments must have the fiscal space to invest in all the systems that support human development.”

He continued, “this includes strong health, education and social protection systems, job creation, and major transitions in energy, food systems and connectivity. They also need scaled-up and affordable finance to combat climate change and build future resiliency.”

The UN chief also reiterated that developing countries need support for real climate action in mitigation and adaptation.

He said, “countries must live up to the commitment made in Glasgow to double adaptation finance — we will even need more but we also must make it easier for developing countries to access those funds — while supporting developing countries’ adaptation efforts.”

Guterres added that “it is in developing countries that we see more needs of adaptation due to the dramatic consequences of climate change.”

Makhdoom Shah Mahmood Hussain Qureshi, Minister for Foreign Affairs of Pakistan, spoke on behalf of the Chair country of the Group of 77 for the year 2022 at the ceremony.

He reaffirmed that Pakistan will work with all members of the group to “develop effective and concerted actions to respond to the multiple challenges confronting our countries.”

The Minister of Foreign Affair said that it is his hope that the Third South Summit in Uganda this year will be convened, adding that “Pakistan will work with Uganda to ensure the success of the summit, which will offer an opportunity for the group to set out its policies and priorities for the next decade.”

The G-77 was established in 1964 by seventy-seven developing countries. The Group, which now has 134 member nations, provides the means for the countries of the South to articulate and promote their collective economic interests and enhance their joint negotiating capacity on all major international economic issues within the United Nations system, and promote South-South cooperation for development.
