4. SOUNDBITE (English) António Guterres, Secretary-General, United Nations:
“The drawdown of UN peacekeeping can be an exciting moment for a country emerging from conflict and looking forward to peace. But it is also a moment of heightened risk. Years of peacebuilding and protection gains are at stake. Global attention and focus can wane – including perhaps the focus of this Council. And there is still work to do to make sure the seeds of peace can blossom.”

6. SOUNDBITE (English) António Guterres, Secretary-General, United Nations:
“But their missions are never intended to be permanent. And transitions come with no “on-off” switch. Transitions are complex processes – individual to each country context. They involve a careful reconfiguration of the UN’s presence, strategy and footprint in a country. And they begin not only when a mission is nearing its end – but when the first boots hit the ground. Success depends on early and sustained collaboration among field missions, host governments, UN Country Teams, and local and global partners. And it depends on building trust with the people and communities we are there to serve.”
7. Wide shot, Council
8. SOUNDBITE (English) Ellen Johnson Sirleaf, former President, Liberia:
“The country faced sharp decline in the economy from the effect of Ebola and the loss of significant financial support in the withdrawal of peacekeeping forces. This suggests the need for transition plans to recognize the specificities and special circumstances of countries particularly in post conflict situation and to have a flexibility in those plans to address these conditions, despite the fact that the prime responsibility is that of government.”
9. Wide shot, Council
10. SOUNDBITE (English) Safaa Elagib Adam, President of the Community Development Association of Sudan:
“The peace building activities component is indispensable to pave the way for Sudanese civil society especially women, youth and war effected groups to get engaged in all activities of livelihood, community building and re-integration during the transition period. Moreover peace building activities will help effected communities to engage in the process of the national democratic process through consultation and participation in the constitution making and local governance system.”

STORYLINE:
Secretary-General António Guterres today (8 Sep) told the Security Council that the drawdown of UN peacekeeping missions is “a moment of heightened risk,” but stressed that “their missions are never intended to be permanent."
The Secretary-General said that when a mission ends, “years of peacebuilding and protection gains are at stake. Global attention and focus can wane – including perhaps the focus of this Council. And there is still work to do to make sure the seeds of peace can blossom.”
He said, “transitions come with no “on-off” switch. Transitions are complex processes – individual to each country context. They involve a careful reconfiguration of the UN’s presence, strategy and footprint in a country. And they begin not only when a mission is nearing its end – but when the first boots hit the ground.”
Success, Guterres added, “depends on early and sustained collaboration among field missions, host governments, UN Country Teams, and local and global partners. And it depends on building trust with the people and communities we are there to serve.”
Former Liberian President and member of The Elders, Ellen Johnson Sirleaf, told the Council that when the United Nations Mission in Liberia (UNMIL) completed its mandate on 30 March 2018, “the country faced sharp decline in the economy from the effect of Ebola and the loss of significant financial support in the withdrawal of peacekeeping forces.”
Johnson Sirleaf said, “this suggests the need for transition plans to recognize the specificities and special circumstances of countries particularly in post conflict situation and to have a flexibility in those plans to address these conditions, despite the fact that the prime responsibility is that of government.”
For her part, the President of the Community Development Association of Sudan, Safaa Elagib Adam, said, “the peacebuilding activities component is indispensable to pave the way for Sudanese civil society especially women, youth and war effected groups to get engaged in all activities of livelihood, community building and re-integration during the transition period.”
Moreover, Elagib Adam said, “peacebuilding activities will help effected communities to engage in the process of the national democratic process through consultation and participation in the constitution making and local governance system.”
The Council is expected to vote on a draft resolution on UN transitions on Thursday (9 Sep).
