[“The draft resolution we have just adopted is particularly important in the degraded context of the Central African Republic. The situation in CAR is indeed dramatic, with a very worrying level of violence, violations of human rights and international humanitarian law. And we make it clear, the dissemination of weapons in this context is part of the problem; their control remains a major issue for the security of the country. "]

11.SOUNDBITE (French) Nicolas de Rivière, Permanent Representative of France to the United Nations:
["The resolution 2588 therefore renews the embargo on arms intended for the Central African Republic. Let us be clear, it is an embargo which aims to prevent armed groups from acquiring an arsenal and using it against civilians, Central African armed forces or MINUSCA. At the same time, the possibilities of exemptions are extended so that the authorities of the Central African Republic can continue to train and equip their army. I stress that the embargo does not, of course, prevent the Republic Central African Republic to acquire the means to defend itself, since the Security Council has acceded to all the requests made to it. And the final goal is to lift the embargo on Central African forces. "]

[“This resolution also incorporates new provisions to better preserve the humanitarian space in the Central African Republic. The message could not be clearer: those who carry out attacks against humanitarian or medical personnel may be subject to sanctions."]

STORYLINE:

The Security Council today (29 Jul) adopted a resolution to extend the arms embargo for the Central African Republic until 31 July 2022 as well as the mandate of the Panel of Experts assisting the CAR Sanctions Committee until 31 August 2022.

With fourteen votes in favor, none against and one abstention from China, the Security Council adopted a resolution to “prevent armed groups from acquiring an arsenal and using it against civilians, Central African armed forces or MINUSCA,” the Council’s President and Ambassador of France, Nicolas de Rivière told reporters after the Council’s meeting.

“The situation in CAR is indeed dramatic, with a very worrying level of violence, violations of human rights and international humanitarian law. And we make it clear, the dissemination of weapons in this context is part of the problem; their control remains a major issue for the security of the country,” de Riviere said. “I stress that the embargo does not, of course, prevent the Republic Central African Republic to acquire the means to defend itself, since the Security Council has acceded to all the requests made to it. And the final goal is to lift the embargo on Central African forces,” he added.

The resolution also “incorporates new provisions to better preserve the humanitarian space in the Central African Republic. The message could not be clearer: those who carry out attacks against humanitarian or medical personnel may be subject to sanctions," Security Council President said.

The arms embargo has been imposed on the CAR by the Security Council since 2013.
