However, the United States, along with our partners on this Council, will not support a text that undermines the Dayton Peace Agreement and decisions made by the Peace Implementation Council Steering Board, and therefore we abstained on this draft resolution. Christian Schmidt was appointed by the Steering Board on May 27 as the new High Representative. All Steering Board Members except Russia agreed to Mr. Schmidt’s appointment. Steering Board decisions do not require unanimity.”

The Security Council today (22 Jul) voted on a draft resolution on Bosnia and Herzegovina (BiH) tabled by China and Russia, with two votes in favor, zero against and 13 abstentions.
Before the vote, Chinese Ambassador Geng Shuang listed two reasons that the resolution was drafted. He said, “Under the Dayton Peace Agreement, the Security Council plays an undeniable role in the appointing the High Representative, which has developed into a long-standing established practice.”
He said, “Ignoring such a practice or worse, attempting to force through an appointment bypass the Council will set an abominable precedent and to have a negative impact to the result. The result will be neither reasonable nor feasible.”
Ambassador Geng also said, “As China has stressed on many occasions the High Representative system and its bound power represent a special arrangement for a special period.”
