He noted that although the UN peacekeeping mission (MINUSCA), which he heads, contributed to the security of the elections, it was “not responsible for the organization of elections.” He said, “The Central African State is responsible for managing the elections, through the National Elections Authority.”
The Sepcail Representative said MINUSCA provides support as requested by the Security Council under its mandate, as per UN Resolution 2552 of 12 November 2020. He added, “The Council asked us to assist the Central African authorities in the organization of free, democratic and transparent elections, by providing material, technical, logistical and security support.”
On Friday (12 Mar), the Security Council adopted a resolution authorizing the increase of MINUSCA’s military component by 2,750 and its police component by 940 personnel in an effort to enhance the mission’s ability to perform its mandate, particularly with regards to the protection of civilians and facilitation of humanitarian access, and enable MINUSCA to enhance its capacity to prevent and reverse a further deterioration in the security situation while creating space for the political process to advance.
