“The period covered by this report was marked by negotiations for the establishment of the National Transitional Council (CNT), with the appointment of whose members happening very late, on November 9 with the election of the National Transitional Council. Colonel Malick Diaw, formerly Vice-President of the National Committee for Public Safety (CNSP) as President.”

« La période couverte par le présent rapport a été marquée par les tractations pour la mise en place du Conseil National de Transition (CNT) dont la désignation des membres a connu un grand retard pour ne voir le jour que le 9 novembre avec l’élection du Colonel Malick Diaw, anciennement Vice-Président du Comité National du Salut Public (CNSP) comme Président. »

5. SOUNDBITE (French) Mahamat Saleh Annadif, Special Representative of the UN Secretary-General for Mali:
“Despite its late establishment, the formation of the CNT did not achieve the necessary consensus among political actors, including representatives of Malian civil society. It is this lack of consensus in the establishment of transition institutions that is fueling the deterioration of the socio-economic situation characterized by a multitude of strikes in the various sectors of activity.”

« Malgré sa mise en place tardive, la formation du CNT n’a pas réuni le consensus nécessaire entre les acteurs politiques y compris les représentants de la société civile maliens. C’est ce manque de consensus dans la mise en place des institutions de la transition qui alimente la détérioration de la situation socio-économique caractérisée par une multitude de grèves dans les différents secteurs d’activités. »

UN Special Representative for Mali Mahamat Saleh Annadif said the “lack of consensus in the establishment of transition institutions” in the country is “fueling the deterioration of the socio-economic situation.”

In a virtual meeting of the Security Council today (13 Jan), Annadif said negotiations led to the late establishment of the National Transitional Council (CNT) and Colonel Malick Diaw, formerly Vice-President of the National Committee for Public Safety (CNSP) was elected President.

He said, despite its late establishment, the formation of the CNT did not achieve the necessary consensus among political actors, “including representatives of Malian civil society” which led to a “multitude of strikes in the various sectors of activity.”

The Special Representative add that significant successes have been achieved by international forces against terrorists, however “the security environment remains worrying and unpredictable in Mali and in the region, with recurrent attacks in the three-border area that have claimed the lives of many civilians, including more than a hundred Nigeriens on January 2 in the prefecture of Ouallam.”

Annadif noted that the UN peacekeeping mission in Mali (MINUSMA) remains commtted to support the government’s strategy to stabilize the central part of the country in the face of intercommunal violence. He said its “adaptation plan” is producing significant results with the multiplication of temporary bases and the intensification of patrols “dedicated to the protection of civilians.”
