“The effects of the COVID-19 pandemic, in Lebanon and elsewhere, further worsen an already fragile economic and financial situation. Poverty continues to increase. The health and education sectors are overwhelmed. Access to public services, including the provision of water and electricity, is seriously undermined. For many, food supply has become a daily challenge. A growing number of Lebanese families - but also refugees and migrants hosted in Lebanon - cannot afford sufficient and balanced nutrition. Social frustration remains, as the population awaits the results of a transparent, impartial and credible investigation into the causes of the explosion. The Lebanese people are still waiting for too long for the formation of a new government, which will have the capacity to implement the reforms essential to lead Lebanon on the path to recovery.”

STORYLINE:

In a pre-recorded video message to the International Conference in Support of the Lebanese People, the UN Secretary-General Antonio Guterres today (2 Dec) called on the leadership of Lebanon "to put aside partisan political interests and form a government that adequately protects and responds to the needs of the people."

Four months after the 4th of August explosion in Beirut, Guterres thanked the international community for its support and technical expertise, but he also warned that the pandemic is another factor aggravating the country’s already fragile economic situation.

“ Poverty continues to increase,” he said, adding that the Lebanese people have been waiting for the formation of a new government with the capacity to implement needed reforms.

“Social frustration remains, as the population awaits the results of a transparent, impartial and credible investigation into the causes of the explosion,” Guterres said.

The new “Reform, Recovery and Reconstruction Framework,” prepared jointly by the World Bank, the European Union and the United Nations, is designed to help the Lebanese people move beyond the emergency phase and onto the path for longer-term recovery and reconstruction.
