“We were, of course, very much influenced by having Srebrenitsa and Rwanda behind us in the mid 90’s. And those horrors were of course the driving forces behind going ahead with the responsibility to protect. And it was still considered a notion that was bordering to limiting sovereignty, by some. So, we had a bit of an uphill battle.”

Fifteen years after the adoption of the responsibility to protect during the 2005 World Summit, a top UN official today (7 Oct) said, “despite progress, there is also a growing gap between the promise and the actual protection of vulnerable populations around the world.”

Addressing a virtual event, “fifteen years of the responsibility to protect - a collective commitment to humanity,” Acting Special Adviser on Genocide Prevention and Special Representative of the Secretary-General on Sexual Violence in Conflict, Pramilla Patten, said, “we observe an increase in the risk of atrocity crimes due to the unprecedented social and political crisis of the COVID-19 pandemic, and bear witness causing harm upon the world’s vulnerable populations, already threatened by atrocity crimes.”

Speaking on behalf of the President of the General Assembly, Volkan Bozkir, his Chef de Cabinet Tegan Brink said, “genocide, war crimes, ethnic cleansing and crimes against humanity, these have devastating consequences and long-lasting effects. It is really important that this ambitious agenda, these principles that we are discussing today, are taken forward. They require trust, they require cohesion among Member States and regional and international organizations.”

According to the United Nations Office on Genocide Prevention and the Responsibility to Protect, the 15th anniversary of the responsibility to protect takes place in a year when, more than ever, political will and determination to protect and defend the rights of vulnerable populations is needed in all corners of the world.
