“We need to have mechanisms in place that will kick in automatically because the knee jerk reaction before any emergency, like a pandemic of this nature is to protect the ones that are close to us, right? So before me and my family, then my community, my street, my city, my country. So it's concentric circles which do not always favour the kind of cooperation that is needed to truly address and effectively address a crisis that is global in nature.”

“One advice that I would give to my successor and that I maybe did not hear when I was walking in is be ready for anything, you know, because things can change in a split second. It can be a political event. It can be a natural event, a great disaster or something that requires attention, all of a sudden. It can be a virus that comes from God knows where and all of a sudden, we are all facing now the steepest recession in peace times in recent history.And we have to respond in an organization that is perceived as a slow organization that then takes time to react when we face these emergencies, we have to be ready to react quickly.”

Roberto Azevêdo, the outgoing Director-General of the World Trade Organization (WTO) reflected on the achievements secured during his seven years at the helm of the WTO and the challenges facing the organization ahead.
Speaking to reporters today (23 Jul) in Geneva, Roberto Azevêdo said that the Organization has achieved a lot, but much remains to be done. He noted that the pressures on trade, and on the WTO, derive from fundamental structural changes in the global economy. Changes in technology, groundbreaking business models, and shifts in the balance of economic power – they all have fundamentally altered the way countries and companies interact, not to mention the ways people go about daily lives.
On COVID-19 pandemic, he said, “I think addressing the pandemic, there are big variables. I think the first and clear one is we don't know how long it's going to last. We don't know how effective we're going to be in fighting it. We don't know how quickly it will be spreading or be controlled in different parts of the globe. We don't know how far away from a vaccine we are, an effective one.”

Roberto Azevêdo will leave the office on 31 August 2020. Roberto Azevêdo is the sixth Director-General of the WTO. He became Director-General on 1 September 2013.
